RELATING TO INTOXICATING LIQUOR.

Includes certain spirits-based beverages in the definition of cooler beverage. Repeals the definition of draft beer. Applies the same tax rate to all beer. Effective 1/1/2020. (SD1)

RELATING TO CHECK CASHING.

Requires check cashers to be registered with DCCA and to offer a voluntary payment plan to customers under certain circumstances. Establishes the terms of voluntary payment plans. Clarifies that a customer may only have one outstanding deferred deposit transaction from any source. Amends notices to customers required of check cashers. Removes the exemption for persons engaged in the bona fide retail sale of goods or services. Requires the Auditor to conduct a sunrise analysis of the regulation of payday lenders and deferred deposit agreements in the State. (HB332 HD1)

RELATING TO MARINE LIFE CONSERVATION DISTRICTS.

Prohibits the issuance of more than 40 commercial use permits for any marine life conservation district not accessible by land and limits access by commercial use permittees to no more than 50 percent of permittees. Requires DLNR to immediately initiate rulemaking for Molokini Shoal. (HB1133 CD1)

RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Includes low-speed electric bicycles in the definition of bicycle. Prohibits anyone under the age of fifteen from operating a low-speed electric bicycle. Imposes registration fee. (HB812 CD1)

RELATING TO TRANSPORTATION.

Requires the DOT, after consultation with the counties, to adopt rules prescribing uniform standards and specifications for all official traffic control devices placed pursuant to the Statewide Traffic Code. Specifies the factors the DOT and the counties must take into account when setting maximum speed limits on a road. (HB756 CD1)

RELATING TO THE STATE HIGHWAY ENFORCEMENT PROGRAM.

Establishes the State Highway Enforcement Program. Establishes a parking violation surcharge to be imposed by courts in addition to other penalties and fines for parking violations on State highways. (HB333 CD1)

RELATING TO SAVINGS PROMOTION CONTESTS.

RELATING TO HAWAII STATE AND CONTRACTED CORRECTIONAL FACILITIES.

Requires the Director of Public Safety, in the event of the death of an inmate who is in a state or contracted correctional facility, or death of a correctional facility or community correctional center employee, to report to the Governor, who shall then report to the Legislature, certain information regarding the death, subject to state and federal laws. Requires the Department of Public Safety to preserve any forensic evidence consisting of human biological specimens if there is any indication of sexual assault leading to the death. (SD2)
