Amends the offense of unsworn falsification to authorities to include knowingly making a false statement, in oral, written, printed, or electronic form, to a public servant engaged in criminal, civil, or administrative enforcement activity pursuant to the public servant's investigative or inspection authority.

Establishes an uninsured motorist identification database program and special fund within the Insurance Division to verify motorist compliance with insurance requirements and reduce the number of uninsured motorists.
Establishes a single-payer healthcare system in Hawaii by transferring Prepaid Health Care Act functions to the EUTF and the functions and duties of the Hawaii Health Authority (Department of Budget and Finance) to a newly established State Health Care Insurance Planning and Financing Authority, governed by a nine-member commission, under the Department of Health. Makes an appropriation.
Establishes the Hawaii Beach Preservation Revolving Fund within the State Treasury. Establishes a low-interest Contingent Mortgage Financing Pilot Program to encourage certain shoreline property owners to relocate mauka of expected sea level rise and erosion hazard zones. Requires the Department of Land and Natural Resources to adopt rules pursuant to Chapter 91, HRS, to require certain safety measures for commercial ocean operators that take customers into state waters for activities such as snorkeling, scuba diving, kayaking, and surfing lessons. (HB1151 HD1)
Prohibits the Department of Public Safety from using for-profit prisons to house inmates by 2035.
Requires that teachers teaching at hard-to-staff schools be paid the national average of a similarly situated teacher, with annual cost of living adjustments, or according to the teacher's salary schedule. Establishes the long-term rental assistance pilot program to be administered by the department of health. Appropriates funds for the administration of the pilot program.
Establishes a state income tax credit for certain expenses incurred by pre-kindergarten through grade twelve teachers, instructors, school librarians, counselors, principals, registrars, or aides in a school. (HB891 HD1)
Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Allocates a portion of collected excise taxes on tobacco products to the Tobacco Prevention and Control Trust Fund. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. (HB1574 HD2)
