Requires the board of land and natural resources to prepare all studies to determine the safe removal or retirement of a dam or reservoir upon the request of a homeowner association or homeowner of property where a dam or reservoir is situated.

Requires the Department of Education to contract with a consulting firm that specializes in school finance, particularly with respect to adequacy studies of public education systems in multiple states, to perform a study on the adequacy of funding for education in Hawaii. Appropriates funds. (HB243 HD1)
Makes completion of a voter registration application affidavit a mandatory part of all driver's license and identification card applications. Automatically registers each applicant for voting unless the applicant affirmatively declines to register. Requires sharing of information among the counties, Department of Transportation, and election personnel.
Requires members in planned community associations subject to HRS 421J and unit owners in condominiums subject to HRS 514B to register units leased as transient accommodations. Requires associations to submit annual reports to county planning departments and Department of Business, Economic Development, and Tourism (DBEDT). Requires DBEDT to submit annual reports to the Legislature.
Requires certain mortgages or automobile loans of at least $1000 to include an option for the borrower to miss a monthly payment without penalty.

Limits the use of tethers and certain other types of restraints that are known to endanger dogs or prevent dogs from receiving necessary sustenance. Allows tethering for not more than twenty-four consecutive hours but only by means of a chest harness around a dog. Prohibits the sale, distribution, or use of electric shock dog collars. Specifies penalties.
Establishes a Homeland Security and Resiliency Council to identify electric grid and other critical infrastructure needs and provide recommendations for enhancing the State's grid and critical infrastructure resiliency. Appropriates funds.
Prohibits any person, including a hotel guest, from storing, keeping, carrying, or possessing any firearm or ammunition in any hotel room assigned to a guest with certain exceptions.
Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements.
