Establishes the ranked choice voting method of tabulation for all elections for elected office to ensure that elected officials received the majority of votes cast by the electorate.

Establishes a Coastal Erosion Proactive Adaptation Plan Task Force, to be assisted by an Advisory Group, to develop a Coastal Erosion Proactive Adaptation Plan for streamlined and proactive shoreline permitting procedures that better mitigate impacts to Hawaii's coastal zone and lower the costs to public and private permit applicants.
Increases the minimum wage to fifteen dollars per hour by 2022 and indexes future annual increases to the median wage for all occupations in the State. Adjusts the tip credit.
Appropriates funds to purchase the Honolulu Federal Detention Center. (HB1177 HD1)
Requires renewal of driver's licenses every four years, rather than every two years, for licensees who are seventy-two years of age or older.
Appropriates funds to the Executive Office on Early Learning for equipment and furniture. (HB244 HD1)
Requires state and county law enforcement agencies to prioritize local use of law enforcement resources. Requires that the governor and the county mayors declare that crimes relating to property, methamphetamine use, and operating a vehicle under the influence of an intoxicant are resolved in their respective jurisdictions before state or county law enforcement may assist with certain federal law enforcement matters. Authorizes state and county law enforcement officials to assist federal agencies possessing a warrant or when an individual has been charged with a felony under the Hawaii Penal Code.
Establishes a Commission on Criminal Justice and Sentencing Reform in the Governor's Office to develop sentencing and corrections policies to reduce the State's incarcerated population, reduce correctional spending, increase public safety, and reduce recidivism.
Establishes and appropriates funds for the Hawaii Legal Aid Interagency Roundtable to facilitate cooperation between various state agencies regarding civil legal services and access to justice. Appropriates funds for the Judiciary to purchase civil legal services for low- and moderate-income persons. (HB1452 HD1)
Increases the minimum wage rate to $15.00 per hour and requires the State to contribute $2.00 per hour per employee to employers with 25 or fewer employees beginning 1/1/2022.
