Establishes the governor's coordinator on Native Hawaiian advancement, who shall be appointed by the governor with the advice and consent of the senate. Makes an appropriation.

Clarifies that the Department of Education may construct teachers' housing on a public school campus. Requires that teachers' housing units constructed or acquired on a school campus after 6/30/2020, be rented at a low cost or no cost to new teachers employed full-time at that school.
Prohibits the governor and each county mayor, while holding those offices, to maintain any other employment or receive any emolument, beginning on the sixty-first calendar day after their election or appointment to office. Specifies that the county ethics boards and commissions have enforcement authority over each respective county mayor. Specifies that the Hawaii state ethics commission has enforcement authority over the governor.
Establishes the second Tuesday in June as "Car-Free Day" in the City and County of Honolulu to promote clean air, reduced noise, and a slower pace of life. Exempts emergency vehicles.
Authorizes the counties to reclassify lands 15 to 100 acres in certain rural, urban, and agricultural districts in which at least 50 percent of the housing units on the land sought to be reclassified are set aside for persons and families with incomes at or below 140 percent of the area median income.
Provides a classroom supplies income tax credit for qualified teachers. Repeals the tax credit on 12/31/2025.
Appropriates funds to the Department of Labor and Industrial Relations, Office of Community Services to contract with non—profit service providers for legal counsel to assist and represent low—income immigrants in immigration proceedings and immigrant status issues. Appropriates funds.
Requires any state agency that requires a person to submit information, data, or other materials to create a form, including instructions, that is written in plain language, to facilitate the collection of that information, data, or material.
Modifies the registration process for stored vehicles with expired license plates.
Requires DLIR to develop and implement a high school apprenticeship program in public and charter schools with grades nine through twelve. Requires the DOE and DCCA to assist and support DLIR. Requires annual progress reports to the Legislature. Makes an appropriation.
