Requires heavy trucks having a gross vehicle weight rating of more than 10,000 pounds to drive within the right-hand lane of an interstate highway except when the heavy truck is turning left or avoiding an obstruction.
Provides veterinarians who provide emergency care to an animal immunity from civil liability in the absence of gross negligence. Provides veterinarians who render emergency treatment when there is no veterinarian-client-patient relationship, immunity from civil liability in the absence of gross negligence. Requires veterinarians to report to law enforcement events of animal injury, death, or abuse where there is reasonable cause to believe that it relates to dog fighting or animal abuse and gives veterinarians immunity for civil liability for making the reports.
Appropriates funds for certain transit-oriented development projects.
Exempts workforce development projects from paying school impact fees for the development of workforce housing if at least 90% of the residential units that are set aside for purchase or rent for residents in the low-income or moderate-income ranges are set aside specifically for public school teachers.
Amends the threshold for when a building, structure, object, district, area, or site, including heiau and underwater site, is considered historic property from over fifty years old to seventy-five years or older.
Appropriate funds for staff positions in the Department of the Attorney General's organized crime unit.
Prohibits any waste or disposal facility from being located in a conservation district except in emergency circumstances to mitigate significant risks to public safety and health. Requires no less than a one-half mile buffer zone for the construction, operation, modification, or expansion of a municipal solid waste landfill unit.
Requires a county agency having jurisdiction over planning and permitting, in any county with a population of 500,000 or more, to determine whether certain affordable housing development projects shall be exempt from the State's environmental impact statement laws pursuant to chapter 11-200.1, subchapter 8, Hawaii Administrative Rules.
Appropriates funds to the Department of Land and Natural Resources for the maintenance of Honolua Bay on the island of Maui.
