RELATING TO THE UNIFORM EMPLOYEE AND STUDENT ONLINE PRIVACY PROTECTION ACT.

Establishes The Uniform Employee and Student Online Privacy Protection Act that adopts uniform laws on protecting the online accounts of employees, prospective employees, unpaid interns, applicants, students, and prospective students from employers and educational institutions. RELATING TO ENERGY EFFICIENCY.

Authorizes the Chief Energy Officer of the Hawaii State Energy Office to adopt rules to enforce minimum efficiency standards for certain products and establish or amend appliance efficiency standards in certain situations. Regulates the appliance efficiency standards for air purifiers and portable electric spas. Takes effect on 7/1/2050. (HD1)

RELATING TO MEDICAID BENEFITS.

RELATING TO TRANSPORTATION.

Requires helicopter owners and operators to submit reports to the department of transportation about basic helicopter flight information. Requires the department of transportation to post reports regarding helicopters to its website. Takes effect on 7/1/2050. (HD2)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Prohibits lessees who sell or transfer land from obtaining subsequent leases of the same class of land unless the subsequent lease is acquired pursuant to section 209 of the Hawaiian Homes Commission Act, 1920, as amended, or the prior lease interest held by the lessee was a partial interest held with another lessee or lessees. Effective 7/1/2050. (HD1)

RELATING TO EDUCATION.

Requires the DOE to employ at least one full-time equivalent teacher for each grade level that has five or more students in grades kindergarten through six in each public school with a student enrollment of one hundred fifty or less students, excluding charter schools, beginning with the 2020-2021 school year. RELATING TO FINANCIAL HARDSHIP.

Expands the conditions for authorizing a restricted driver's license. Provides judges with greater discretion to adjust the amount owed by a person who violates certain traffic offenses based on the person's inability to pay. Decreases the imprisonment term to contumacious nonpayment ratio. Increases the amount of credit given to a person committed for contumacious nonpayment. Provides Hawaii residents with the option of paying for the registration of their motor vehicles and associated taxes and fees on a biannual basis. Restricts the amount of delinquency tax due to the current tax due plus one year. Removes language allowing storage costs and costs incident to seizure of a vehicle from inclusion in the amount the owner of a vehicle must pay in order to redeem the vehicle after seizure. Effective 7/1/2050. (HD1)
