RELATING TO MOTOR VEHICLES.

Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements with the intent that such device replace an airbag in any motor vehicle. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable. RELATING TO EXEMPTIONS FROM REGISTRATION FEES.

Repeals the requirement that disabled veterans be in receipt of disability retirement pay from the Armed Forces to be exempt from payment of annual motor vehicle registration fees. (SD1)

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM.

Extends the nursing facility sustainability program to 2021. Allows the nursing facility sustainability fee to be used to enhance capitated rates for the purpose of paying quality incentives. Increases the nursing facility sustainability fee limit from 4.0% to 5.5% of net patient service revenue. Increases the per resident daily maximum fee from $13.46 to $20 for each facility, and increases the per resident reduced daily maximum fee from $5.85 to $9 for facilities that meet certain exceptions. RELATING TO POST-SECONDARY EDUCATION STUDENT IMMUNIZATIONS.

Amends the voter information requirements for election nomination papers and the withdrawal of a nominating voter's signature by requiring only the month and date portions of a voter's date of birth. Repeals the social security number requirements. (HB31 HD1)
