Establishes the ranked choice voting method of tabulation for all elections for elected office to ensure that elected officials received the majority of votes cast by the electorate.
Increases the minimum wage to fifteen dollars per hour by 2022 and indexes future annual increases to the median wage for all occupations in the State. Adjusts the tip credit.
Increases the minimum wage rate to $15.00 per hour and requires the State to contribute $2.00 per hour per employee to employers with 25 or fewer employees beginning 1/1/2022.
Requires the cancellation or expiration of conservation district use permits in certain circumstances.
Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the State Public Charter School Commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. (HB246 HD2)
Beginning on 1/1/2020, requires that any person who is eligible to vote and applies for a new or renewed motor vehicle driver's license, provisional license, instruction permit, limited purpose driver's license, limited purpose provisional driver's license, limited purpose instruction permit, or identification card shall be automatically registered to vote if that person is not already registered to vote; provided that, upon receipt of notification from the respective county clerk, the applicant shall have 21 calendar days to opt out of automatic voter registration. Appropriates funds.
Requires certain mortgages or automobile loans of at least $1000 to include an option for the borrower to miss a monthly payment without penalty.
Limits the use of tethers and certain other types of restraints that are known to endanger dogs or prevent dogs from receiving necessary sustenance. Allows tethering for not more than twenty-four consecutive hours but only by means of a chest harness around a dog. Prohibits the sale, distribution, or use of electric shock dog collars. Specifies penalties.
Establishes a single-payer healthcare system in Hawaii by transferring Prepaid Health Care Act functions to the EUTF and the functions and duties of the Hawaii Health Authority (Department of Budget and Finance) to a newly established State Health Care Insurance Planning and Financing Authority, governed by a nine-member commission, under the Department of Health. Makes an appropriation.
Prohibits the Department of Public Safety from using for-profit prisons to house inmates by 2035.
