Prohibits persons from interfering with another person's access to or from a health care facility or disrupting the normal functioning of a health care facility. Makes violations a petty misdemeanor. Establishes a private right of action for individuals and health care facilities harmed as a result of interference with a health care facility. Authorizes the Attorney General to bring an action for injunctive or other equitable relief. (SD1)

Renames the State Boxing Commission of Hawaii as the Boxing and Combat Sports Commission of Hawaii. Amends the jurisdiction of the Commission to include combat sports contests. Establishes a Capitol Visitor Center Working Group to study the feasibility of establishing a Capitol Visitor Center and submit a report to the Legislature. Requires the Department of Accounting and General Services to provide administrative support to the Working Group. Requires the Legislative Reference Bureau to assist the Working Group in preparing and submitting the report to the Legislature. Working Group to sunset on 6/30/2027. Effective 1/1/2525. (SD1)
Requires the Disability and Communication Access Board to study the health care communication needs of patients who are deaf, hard-of-hearing, or deaf-blind. Requires a report to the Legislature 20 days prior to the 2027 Regular Session.
Establishes the Hawaii Cannabis and Hemp Office within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant. Contingent upon specific changes at the federal level or a state constitutional amendment, legalizes the personal adult use of cannabis and decriminalizes certain marijuana-related offenses. Beginning 1/1/2027, establishes taxes on cannabis sales. Adds new traffic offenses relating to the consumption or possession of marijuana or marijuana concentrate. Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis and hemp to the Hawaii Cannabis and Hemp Office. Establishes various positions within state entities. Appropriates funds.
Appropriates funds to establish a bachelor's degree program in American Sign Language interpretation at the University of Hawaii at Manoa campus with a multi-year plan to include a master's degree program for interpreter training. (SD1)
Requires all health carriers to allocate, initially, not less than 6% of the carrier's total medical expenditures to primary care providers, with the percentage increasingly incrementally to 12%. Requires health carriers to pay primary care providers directly, rather than through administrative mechanisms. Places restrictions on downcoding and claim modifications. Requires health carriers to ensure access to primary care in rural areas, including access to Primary Care Access Visits and Community Access Primary Care Sites. Requires Insurance Commissioner to administer requirements established in bill. Requires the Department of Human Services Med-QUEST Division to apply the Act, to the extent permitted by federal law and subject to any federal approvals, to Medicaid managed care organizations. Requires reports. Requires the Auditor to evaluate the impact of the Act on various metrics 3 years after the measure's effective date. Establishes the primary care stabilization special fund.
Requires the Board of Regents to expend funds appropriated to renew, improve, or modernize existing University of Hawaii facilities for only those purposes and not for current, ongoing, or anticipated capital improvement projects. Requires annual reports to the Legislature. (SD1)
Establishes a five-year pilot program allowing retirants to be rehired for exempt service for one-year terms under certain circumstances. Provides that retirants employed under the program are excluded from the Hawaii Employer-Union Health Benefits Trust Fund and will not experience an interruption of pension benefits. Requires an employer of a retirant under the program to contribute to the Employees' Retirement System. Requires the Department of Human Resources Development to submit a report to the Legislature. Sunsets 6/30/2031. Effective 1/1/2077. (SD1)
