Exempts any person from the post-arrival mandatory selfquarantine if the person receives a negative test result prior to arrival. Allows the governor to establish statewide conditions for exemption. Requires certain COVID-19 tests for travelers who do not have a test result upon arrival to avoid mandatory self-quarantine. Requires any person who does not obtain a negative test result for COVID-19 pre-arrival to be responsible for all costs associated with that person's mandatory self-quarantine. Prohibits the suspension of this Act except by legislative approval via a concurrent resolution. Repeals on 12/31/2021. Effective 7/1/2050. (HD2)

Specifies that certain violations of the Fireworks Control Law shall be considered an activity that causes air pollution under the Hawaii Air Pollution Control Act and a violation of noise control rules under the Hawaii noise pollution laws, and punishable by civil penalties and subject to citations under those respective laws. Excludes a homeowner-developer from the annual requirement to file a developer's report and pay a fee if the homeowner's development consists of not more than two units, in which the developer resides in one of the units and the initial sale of the other unit has been completed. Requires the department of education to develop a plan to transition the Hawaii School for the Deaf and Blind to a conversion charter school. Requires a conversion charter school to enroll a student if the student's individualized education program prescribes that the charter school provides support for blind, deaf, or hard of hearing students. Clarifies that social welfare organizations granted tax exempt Requires social welfare organizations granted tax exempt status under 501(c)(4) of the Internal Revenue Code that donate or contribute to noncandidate committees, engage in electioneering communications, or provide an endorsement for or against a candidate to register with the campaign spending commission and file organizational and financial reports. Requires the state building code council to make determinations on the financial impact, including the impact on amortized utility costs, of the adoption of a code or standard on single-family and multi-family homes and include the determinations in its annual reports to the governor.
