RELATING TO PERSONAL INFORMATION.

Prohibits government entities from making personal information publicly accessible through a publicly accessible information system or publicly accessible source of information, except under certain conditions. Allows individuals who reasonably believe their personal information is publicly accessible through a government entity's publicly accessible information system or publicly accessible source of information to submit a written notice to the entity to require corrective action. Establishes a cause of action to compel compliance. Establishes statutory penalties for intentional noncompliance. Requires government entities to adopt and implement policies and procedures to prevent personal information from being publicly accessible. Requires government entities that own, license, maintain, use, collect, or possess personal information to implement and maintain certain reasonable security procedures and practices to protect the personal information. Requires government entities to provide notice to individuals in the case of a breach of a security system protecting personal information. Requires government entities to submit an annual report to the Legislature. Effective 1/1/2525. (SD1)

RELATING TO NOTARIES PUBLIC.

Requires the Bureau of Conveyances to notify an affected party when any recorded instrument was purportedly fraudulently notarized, when attested to by the purported notary public. Requires the Bureau of Conveyances to allow an affected party to void the recorded instrument that was purportedly fraudulently notarized. Requires the Bureau of Conveyances to allow title holders to suspend additional recordings on their title, unless given prior authorization by the title holder, subject to certain limitations. Effective 7/1/2050. (SD1)

RELATING TO HEALTH.

Requires electronic smoking device and e-liquid manufacturers to certify to the Department of Attorney General annually that the manufacturer received a Marketing Granted Order from the federal Food and Drug Administration and that the manufacturer is in compliance with federal regulations and state laws. Requires the Department to compile and make public a directory of all electronic smoking device and e-liquid manufacturers and products duly certified. Establishes penalties for manufacturers that fail to comply with the certification requirements and for other parties that sell products that are not in the directory. Effective 1/30/2050. (SD1)

RELATING TO SEX-BASED DISCRIMINATION.

Clarifies and strengthens the State's protections against sex-based harassment, sex discrimination, and retaliation that occur in public schools, public charter schools, or at the University of Hawaii, including discrimination based on gender identity or expression, sexual orientation, pregnancy, and pregnancy-related conditions. Establishes procedures for investigations and decision-making. Requires mandatory reporting by certain employees. Requires the Department of the Attorney General to conduct a comprehensive legal review. Effective 7/1/2050. (SD1)

RELATING TO GUBERNATORIAL APPOINTMENTS.

Requires any person in a position that is not subject to the civil service law to obtain the advice and consent of the senate if the person is appointed by the governor to serve in the executive branch or is appointed pursuant to section 346-381.5, HRS. Requires persons currently serving in positions made subject to the advice and consent of the Senate by this Act to obtain the advice and consent of the Senate during the Regular Session of 2027 unless the appointee was subject to the advice and consent of the Senate. RELATING TO COMMUNITY CO-MANAGEMENT AGREEMENTS.

Authorizes the Department of Land and Natural Resources and community-based organizations to enter into community co-management agreements concerning state lands by direct negotiation without recourse to public auction. Authorizes the Department of Land and Natural Resources to dispose of state land through community co-management agreements. Establishes qualifications for community-based organizations that may enter into community co-management agreements. Effective 7/1/2050. (SD1)

RELATING TO HOUSING.

Authorizes the Hawaii Housing Finance and Development Corporation to designate certain for-sale housing units as permanently affordable. Requires the HHFDC to adopt rules to implement the Housing for Locals Forever Program. Repeals certain requirements defining a qualified resident. Removes restrictions applicable to the transfer of certain real property developed and sold under chapter 201H, HRS. Effective 7/1/2050. (SD1)

RELATING TO MEDICAL CANNABIS.

Authorizes dispensaries to sell viable cannabis seeds to qualifying patients or their primary caregivers; provided that not more than 10 seeds per month may be purchased by, or on behalf of, the qualifying patient. Repeals existing statutory language that authorizes the Department of Law Enforcement to: (1) inspect a qualifying medical cannabis patient's medical records held by the health provider who issued a written certification for the qualifying patient; and (2) suspend or revoke a health provider's ability to issue written certification for medical cannabis if the provider refuses the foregoing inspection, or if the medical records do not comply with the medical use of cannabis law. Requires the Department of Health to adopt any necessary rules. Effective 1/30/2050. (SD1)
