RELATING TO PROCUREMENT.

Allows any selection committee that evaluates an engineering, architectural, surveying, or landscape architectural professional service submittal for a state or county contract to require the top ranked competing professional service offerors to submit cost or pricing data on their respective proposals. Specifies that a purchasing agency is not required to disclose competing cost or pricing data to any party.

RELATING TO CRIMINAL TRESPASS ONTO STATE LANDS.

Provides that the facts and circumstances to be considered in establishing the offenses of criminal trespass in the second degree and criminal trespass onto state lands may include but not be limited to authenticated photographs, video recordings, or other recordings that show the commission of the offense. RELATING TO TRAUMA-INFORMED EDUCATION.

Requires DOE to establish a threeyear pilot program for the development and implementation of a traumainformed education program in the Castle, Kailua, and Kalaheo complex areas, based on the NanakuliWaianae complex area traumainformed education programs and report to the legislature. RELATING TO EMERGENCY POWERS.

Authorizes the governor to ensure the continued operation of medical facilities during times of health or pandemic emergencies. Authorizes hospitals to suspend elective surgeries in order to address bed capacity during the period of emergency.
