Establishes a temporary Office of Wellness and Resilience within the Office of the Governor. Authorizes the Office to address issues and implement solutions to improve wellness and resilience, including issues and solutions identified by the Trauma-Informed Care Task Force. Appropriates moneys. Sunsets on an unspecified date.
Prohibits contractors from offering to pay insureds' property or casualty insurance deductibles as incentives to induce the insureds to hire the contractors. Allows insureds to rescind contracts with the contractors within five business days after the date the contract is executed. Requires contractors to provide certain forms to an insured, prior to entering into a contract. Prohibits contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices.
Requires the Department of Health to adopt rules for underground storage tanks and tank systems that are more stringent than federal underground storage tank regulations. Establishes the Red Hill Task Force to study the implementation of containment measures at, or the elimination of, underground storage tanks at Red Hill.
Appropriates funds to support Hawaii's nursing workforce and address the nursing workforce shortage by increasing University of Hawaii nursing faculty positions, providing education grants to qualified students who represent underrepresented persons in nursing, and providing greater training and development for nurses.
Requires, when a defendant is convicted of negligent homicide in the first degree under section 707-702.5(1)(a), victim restitution to include financial support to raise the decedent's surviving minor children until each child reaches the age of eighteen, or until the age of twenty-three for any child who enrolls full-time in a college, university, vocational school, or trade school, in an amount to be determined by the court and to be paid to the person responsible for raising the children.
Designates the month of October as "Disability Awareness Month: Employment, Enrichment, and Inclusion" in recognition of the employment challenges and successes of persons with disabilities in the State.
Beginning 01/01/2023, adds the gender marker "X" as a third gender option on birth certificates and permits individuals to submit an application for a change in sex designation on their birth certificates that reflects this third gender option.
Establishes within the Department of Human Services a 4-year pilot program to provide housing and child care vouchers to qualified applicants who will soon complete, or have recently completed, a term of imprisonment as a sentenced offender, and who have or will have sole or primary custody of 1 or more children under the age of 18. Requires a voucher recipient to be employed at least 20 hours per week or be employed and attend an educational program for a combined total of at least 20 hours per week. Requires reports to the Legislature. Appropriates moneys.
Establishes a shortage differential salary incentive program within the department of education to provide shortage differential pay for teachers working in special education, hard-to-staff locations, and Hawaiian immersion positions. Provides automatic step increases in teacher salaries for each year of satisfactory service completed by public school teachers. Increases the amount of time available to teachers for planning, preparation, and collaboration.
