RELATING TO THE UNIVERSITY OF HAWAII.

Requires the University of Hawaii to establish K-12 expanded teaching cohort programs in each county for students who are pursuing undergraduate degrees in education. Requires interim reports prior to the regular sessions of 2023, 2024, and 2025, and a final report prior to the regular session of 2026. Repeals 12/31/26. Effective 7/1/2050. (HD1)

RELATING TO AFFORDABLE HOUSING.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR AFFORDABLE HOUSING.

Authorizes the issuance of general obligation bonds to be appropriated into and out of the rental housing revolving fund for redevelopment of the department of Hawaiian home lands property located at 820 Isenberg street, Honolulu, Hawaii, for rental housing for native Hawaiian beneficiaries. Effective 6/1/2050. (HD1)

RELATING TO FIRE SAFETY.

Establishes a fire safety working group to determine if a full-time state fire marshal's office would be more effective than the existing state fire council in planning, executing, and promoting fire safety-related programs and topics in the State. Requires the working group to submit a report to the legislature prior to the regular session of 2023. Effective 12/25/2040. (HD1)

RELATING TO BONDS.

Specifies that the allocation of the state bond ceiling to the State shall be used entirely for housing related projects. Requires counties that elect to receive their allocation to do so by resolution and specify the allocation amount requested. Removes the authorization for counties or issuers to request additional allocations of the state bond ceiling. Prioritizes projects of counties that assign their allocation back to the State over projects of counties with their own private activity bond issuance program. Requires counties or issuers that retain their allocation to submit quarterly reports on the status or use of any allocation. Requires a project to first apply to the county in which the project is located, if the county has a private activity bond issuance program, before applying to the State. Changes the dates for reverted or remaining allocations and requires certain reverted or remaining allocations to be used for housing related projects. Sunsets on 12/31/2027.

RELATING TO IMMIGRANT RESOURCE CENTERS.

Appropriates moneys to the department of labor and industrial relations, office of community services, to restore funding for immigrant resource centers. Effective 12/25/2040. (HD1)

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness to collect and maintain a database of private property owners who give prior consent for homeless service providers to enter an owner's private property, for purposes of administering homeless services to a homeless individual located on that private property. Requires a report to the legislature. Exempts homeless service providers from civil liability relating to trespass that may result from the administration of homeless services. Appropriates funds. Effective 7/1/2060. (HD1)
