RELATING TO BAIL.

Establishes a rebuttable presumption that a person charged with a crime is entitled to unconditional release. Requires the court to consider conditioning pre-trial release on nonfinancial conditions before ordering bail if unconditional release is inappropriate.

RELATING TO CANNABIS.

Establishes the Hawaii cannabis regulatory authority, which shall have oversight over the personal use of cannabis. Legalizes and regulates the personal use of small amounts of cannabis. Regulates the cultivation and sale of small amounts of cannabis. Transfers certain regulatory powers regarding medical cannabis dispensaries to the Hawaii cannabis regulatory authority. Imposes taxes upon cannabis sales. Appropriates moneys.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Establishes the natural resource management commission and special fund. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Allocates transient accommodations tax revenues to the natural resource management special fund. Appropriates funds from the natural resource management special fund for the purposes of the fund and administrative, office, and staffing expenses.

RELATING TO LABOR STANDARDS AT HEALTH CARE FACILITIES.

Establish certain minimum staff-to-patient ratios for hospitals, care homes, and dialysis facilities. Requires hospitals to create hospital staffing committees and staffing plans. Establishes certain meal break, rest break, and overtime provisions applicable to health care personnel at hospitals, care homes, and dialysis facilities. Appropriates moneys to the Department of Labor and Industrial Relations for implementation and enforcement.

RELATING TO LEGISLATIVE ACCESS THROUGH REMOTE TESTIMONY.

Requires each house of the Legislature to establish by its rules, procedures that enable the Legislature to use remote testimony at legislative committee hearings, enable the public to present oral testimony at legislative committee hearings through remote testimony, and accommodate persons with disabilities though remote testimony. Defines "remote testimony".

RELATING TO WORKERS' COMPENSATION.

Increases the percentage rate of weekly workers' compensation benefits for partially dependent parents of a deceased child from twenty-five per cent to fifty per cent.

RELATING TO THE BOARD OF EDUCATION.

Requires the Board of Education to hold not less than six community forums annually, with at least one community forum in each county. Requires the Board to include an open forum for public comments on non-agenda items. Requires a report to the Legislature on implementing open forums.

RELATING TO BUILDING INDUSTRY PROFESSIONALS.

Amends the exemption from the requirement that plans and specifications for construction projects be prepared and construction observed by a licensed engineer, architect, or landscape architect to be determined by floor area of work rather than estimated cost. Exempts one- or two-storied structures that are used primarily as a residence from such requirements.
