RELATING TO COUNTIES.

Makes explicit the counties' authority to enact ordinances to amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals in any zoning classification. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose. Effective 7/1/3000. (HD1)

RELATING TO CIVIL TRESPASS.

Amends the offense of simple trespass to establish the civil infraction of trespass onto real property and monetary penalties therefor. Provides that a violator shall be issued a citation. Requires violations to be adjudicated in the district courts using a system similar to that used for adjudicating traffic infractions and emergency period infractions. Requires the judiciary to have established and implemented no later than 1/1/2024 the system to adjudicate citations for civil trespass. Effective 6/30/3000. (HD1)

RELATING TO LEAF BLOWERS.

Clarifies that the residential zone restriction on the use of leaf blowers at certain hours includes residential districts, apartment districts, and business mixed use districts. Removes the exemption on leaf blower restrictions for government agencies except in cases of emergency. Effective 6/30/3000. (HD1)

RELATING TO AFFORDABLE HOUSING.

Allows a bank to invest, in aggregate, up to two per cent of the bank's total assets in limited partnerships, limited liability partnerships, limited liability companies, and corporations formed to invest in affordable housing residential properties. Requires approval from the commissioner of financial institutions to exceed this amount. Sunsets 6/30/2025. Effective 6/30/3000. (HD2)

RELATING TO TEACHER RENTAL HOUSING.

Authorizes HHFDC to assist DOE in developing housing projects for teachers and other school employees and contract or sponsor an experimental or demonstration housing project with any state department or agency. Appropriates funds for deposit into the dwelling unit revolving fund. Authorizes DOE to lease land and contract with private entities for the development, management, maintenance, or revitalization of housing for teachers and other school employees. Permits a private entity to lease housing to other eligible tenants if occupancy of the housing falls below a percentage threshold as determined by DOE. Effective 6/30/3000. (HD2)

RELATING TO PAID SICK LEAVE.

RELATING TO FIRE PREVENTION.

Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026, and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget. Effective 6/30/3000. (HD1)
