RELATING TO LAND USE.

Requires the Office of Planning and Sustainable Development to perform a study to refine rural district policies and make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district. RELATING TO THE WORKS OF ART SPECIAL FUND.

Specifies that 0.5 per cent, rather than one per cent, of state fund appropriations for capital improvements shall be transferred into the Works of Art Special Fund. Limits the 0.5 per cent amount to appropriations designated for the construction of new state buildings, properties, or facilities.

RELATING TO INSURANCE.

Clarifies when the termination of peer-to-peer car-sharing occurs for purposes of motor vehicle insurance. Clarifies the application of the peer-to-peer car-sharing insurance laws as to other entities that make available rental vehicles under state law. Amends the minimum motor vehicle insurance coverage for shared cars to be consistent with the existing minimum coverage for personal vehicles. Clarifies when the requirements for motor vehicle insurance coverage are satisfied. Repeals the sunset of the peer-to-peer car-sharing insurance requirements.

RELATING TO MOTOR VEHICLES.

Establishes requirements for number plates issued for zero-emission, hybrid, and gasoline-powered vehicles beginning 1/1/2025. Requires the continued use of the rainbow number plate design for hybrid and gasoline-powered vehicles. Requires the Department of Transportation to adopt or amend its administrative rules to authorize the use of high-occupancy vehicle lanes by zero-emission vehicles and repeal on 1/1/2035 any provision authorizing the use of high-occupancy vehicle lanes by zero-emission vehicles and electric vehicles.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Establishes priority for projects that are awarded funds from the Rental Housing Revolving Fund that are owned by the State or an organization obliged to reinvest financial surplus generated by a completed project into a newly constructed housing project. Requires the Hawaii Housing Finance and Development Corporation to amend Hawaii Administrative Rules to award application criteria points to projects that fulfill certain criteria and prioritize applicants who have demonstrated accelerated full repayment of past State housing loans. RELATING TO CHILD SUPPORT.

Requires certain amounts of child support moneys collected by the Department of Human Services for public assistance of a child to pass through to the family receiving public assistance. Requires the Department of Human Services to disregard passed-through child support payments when calculating the income of an applicant for or recipient of public assistance. Increases the maximum fine for an employer who discharges from employment, refuses to employ, or takes disciplinary action against a noncustodial parent subject to income withholding or who fails to comply with an order of assignment of future income to pay child support. Appropriates funds.

RELATING TO MENSTRUAL PRODUCTS.

Requires the Department of Accounting and General Services to provide menstrual products at no cost in specified restrooms of public buildings maintained by that department. Appropriates funds. Effective 7/1/2112. (SD1)

RELATING TO SUBSTITUTE TEACHERS.

Beginning July 1, 2023, requires substitute teachers who work ninety days or more to be compensated equivalent to the daily rate for an entry-level teacher salary commensurate with their placement in Class I, II, or III.
