Establishes clear criteria for unpaid student internship programs under the state wage laws.
Creates a new category of professional licensure for associate physicians, which are recent medical school graduates who have passed certain medical exams but have not been placed into a residency program and who work under the supervision of a licensed physician to provide primary care in medically underserved areas. Prescribes the scope of practice of associate physicians. Creates requirements for collaborative practice agreements between associate physicians and collaborating physicians. Authorizes associate physicians to prescribe certain controlled substances.
Appropriates moneys to the Hawaii Technology Development Corporation for its manufacturing assistance programs.

Proposes a constitutional amendment to lower the qualifying age of voters for any state or local election to sixteen years of age.
Authorizes state-licensed and credentialed physicians, advanced practice registered nurses, and physician assistants, who are not physically in the State, to issue prescriptions for certain controlled substances under a limited circumstance. Authorizes pharmacies to dispense the prescriptions.
Requires the Board of Education to include in its curriculum a unit of instruction studying the events of Asian American history. Requires the Superintendent of Education to prepare and make available to all school complex areas instructional material that shall be the guidelines for development of the Asian American history education in each school and monitor compliance. Requires that each school complex area determines the minimum amount of instructional time that qualifies as a unit of instruction in Asian American history. Requires Asian American history to be taught in each public school commencing the 2023-2024 school year.
Establishes the shipping container inspection program and appropriates funds for the shipping container inspection program. Requires the Department of Public Safety to submit reports to the Legislature on implementation of the shipping container inspection program. Appropriates funds.
Modifies the existing plant and animal declaration form to also require in-bound travelers to the State to acknowledge state laws, federal laws, and individual responsibility to protect the environment and agriculture of the State. Requires all other documents travelers are required to complete to enter the State, except documents only relating to a dangerous communicable disease, to include an environmental and agricultural affirmation.
