RELATING TO THE OAHU COMMUNITY CORRECTIONAL CENTER SITE.

Establishes the Oahu community correctional center site redevelopment working group to bring together state and county agencies, private entities, and the broader Kalihi community to examine how to best utilize the Oahu community correctional center site and the surrounding area after the correctional center is relocated to a new location and identify, work through, and recommend solutions to issues relating to the redevelopment.

RELATING TO CONSUMER PROTECTION.

Caps the service charges for a primary and secondary ticket seller. Requires website operators to guarantee refunds in certain circumstances and disclose that the website is not the primary ticket seller. Prohibits variable demand pricing, speculative tickets, and the usage of bots. Makes conforming amendments.

RELATING TO ATTACHMENT AND EXECUTION.

Increases the amount of interest in real property that is exempt from attachment and execution. Amends the value of personal property that is exempt from attachment and execution, including increasing the exemption amount for a motor vehicle. Exempts from attachment and execution, an amount equivalent to one month of child support or $5,000, whichever is less, and one month of spousal support or $5,000, whichever is less.

RELATING TO HYDROGEN ENERGY.

Establishes the Hawaii Hydrogen Energy Industry Program within the Department of Business, Economic Development, and Tourism. Requires the Hawaii Hydrogen Energy Industry Program to design, implement, and administer activities to further the State's energy independence with a focus on utility-scale renewable energy projects and the harvesting, storage, and use of hydrogen as a renewable energy source. Requires the Department of Business, Economic Development, and Tourism to accomplish the objectives of the Hydrogen Energy Industry Program by offering tax credits, land, availability, and infrastructure support to accomplish the goals of the program.

RELATING TO TIP DISCLOSURE.

Requires restaurants to clearly disclose to customers how tips are allocated to employees.

RELATING TO TAX CREDITS FOR RESEARCH ACTIVITIES.

Limits the tax credits for research activities each taxpayer may receive to $1,500,000 per taxable year. Requires that every qualified high technology business be registered to do business in the State and occupy a business location and address in the State where at least seventy-five per cent of the company's employees are located to be eligible to receive tax credits for research activities. Increases the amount of available certified credits from $5,000,000 per year to $15,000,000 per year. Extends the sunset date for tax credits for research activities from December 31, 2024 to December 31, 2029.

RELATING TO DECEPTIVE TRADE PRACTICES.

Establishes that gender-based pricing by manufacturers who sell the goods they manufacture to any person in the State for a price they set constitutes an unlawful deceptive trade practice.
