Prohibits state and county law enforcement officers from using a person's race or ethnicity to form probable cause or reasonable suspicion to stop a vehicle. Appropriates funds for the implementation of an annual racial profiling prevention training program for state and county law enforcement officers.

Imposes a civil fine when a person leaves a dog unattended in a motor vehicle without at least one window open at least two inches to allow for air flow.

Repeals the prohibition on counties from requiring installation or retrofitting of automatic fire sprinklers in nonresidential agricultural and aquacultural buildings and structures located outside an urban area. Takes effect on June 29, 2017.
