Adjusts the payment for workers' compensation prescription drugs from 140% to -10% of the average wholesale price.
Requires that if the attorney general defends against a civil action brought against a county for a negligent or wrongful act or omission by a county lifeguard who is designated to provide lifeguard services at a state beach park under an agreement between the State and that county, the State shall indemnify that county.
Requires an affidavit on application for voter registration to be included as part of the application for driver's licenses and civil identification cards. Prevents processing of application for driver's licenses or civil identification cards unless voter affidavit is complete or declined. Clarifies that applicant who does not want information electronically transmitted to office of elections must affirmatively decline to register to vote.
Creates the Civilian Unmanned Aerial Systems Volunteer Corps as part of the Hawaii Emergency Management Agency to assist the state or counties when there is a need for disaster relief.
Appropriates funds as a grant-in-aid to the Office of the Prosecuting Attorney for Hawaii County Career Criminal Prosecution Unit.
Establishes a family leave insurance program, which requires employees to make contributions into a trust fund that can be used to provide employees with family leave insurance benefits to care for a designated person. Expands the number of weeks of family leave from four to twelve weeks under the family leave law. Appropriates funds to the department of labor and industrial relations to implement the family leave insurance program. Requires a study to be performed by the department of labor and industrial relations and an actuarial study to be performed by the department of budget and finance.
Appropriates funds for grants-in-aid to the counties for assistance with identifying and mapping important agricultural lands.
Establishes and funds an anti-graffiti program coordinator position under the office of the lieutenant governor and funds an anti-graffiti program for the use of cameras and high resolution photos to detect taggers on state property. Repeals on July 1, 2020.
Designates specific professional identifications that may be used by certain persons to advertise, announce, or imply that they are prepared or qualified to practice a particular type of healing art in the State.
