Establishes an Office of Condominium Complaints and Enforcement in the Department of the Attorney General to intervene in condominium disputes. Transfers responsibility for approval, inspection, and quarantine of aquaculture livestock from the plant quarantine branch within the division of plant industry of the department of agriculture to the division of animal industry of the department of agriculture.
Increases the amount of guaranteed monthly compensation required to exempt an individual from minimum wage, overtime, and record keeping requirements under the Hawaii wage and hour law. Establishes a formula for calculation of the guaranteed monthly compensation that ties the guaranteed monthly compensation to the applicable minimum wage. Removes exemptions for automobile salespersons and golf caddies from the wage and hour law.
Establishes the Hawaii tax credit scholarship program to benefit students with disabilities by providing scholarships to cover transportation costs and any other educational fees associated with a student attending a public school that is not in the service area where the student resides or a nonpublic special education school or program. Establishes eligibility criteria for students to apply for the scholarship program, responsibilities of the department of taxation and department of education, and eligibility criteria for nonprofit scholarship-funding organizations. Applies to tax years beginning after 12/31/17.
Prohibits electric utilities from installing power connections or transferring accounts or services without owner or occupant consent.
