Amends the environmental response, energy, and food security tax to allocate a portion of the proceeds to the Hawaii agricultural development revolving fund. Directs funds deposited into the Hawaii agricultural development revolving fund through the environmental response, energy, and food security tax to be expended to acquire agricultural land and to assist with food sustainability. Takes effect 7/1/2050. (SD1)

Increases the pesticide licensing fee and requires annual renewal of the license. Amends authorized uses for moneys in the pesticide use revolving fund. Requires memorandum of understanding between the department of agriculture and the University of Hawaii college of tropical agriculture and human resources regarding the expenditure of funds from the pesticide use revolving fund and a report to the legislature. Establishes an environmental toxicologist position within the department of agriculture and a pesticide extension specialist, through a contract with the department of agriculture, within the University of Hawaii college of tropical agriculture and human resources. Appropriates funds out of the pesticide use revolving fund for specific purposes.
Makes an appropriation for the Alzheimer's disease and related dementia services coordinator position. (SD1)
Clarifies purposes for which moneys from the electronic device recycling fund may be expended. Makes an appropriation as a grant-in-aid to the counties of Hawaii, Kauai, and Maui for expenses related to the collection services associated with handling and collecting electronic devices for recycling. Establishes an excise tax on basalt cinder and trap rock sold by wholesalers or dealers. Provides that the excise tax is paid into the Pacific international space center for exploration systems special fund. Requires moneys in excess of $1,000,000 in the Pacific international space center for exploration systems special fund to lapse to the general fund.
Appropriates funds for the public-private partnership established for administrative purposes to solicit proposals to reduce the wait list at Maui memorial medical center, improve the quality of care, and reduce state subsidies to Maui memorial medical center related to wait list issues. (SD1)
Part I: Appropriates funds for establishing, staffing, and operating two mobile clinics to serve the homeless population. Part II: Appropriates funds for establishing three specialty shelters to temporarily house and serve homeless individuals. Part III: Appropriates funds to the department of human services to study the impact and feasibility of creating an integrated database of certain information related to homeless individuals for providers of homeless services. Part IV: Requires the department of human services to establish puuhonua safe zones where homeless persons may reside. Appropriates funds. Part V: Appropriates funds for homeless outreach services and storage of homeless people's property. Part VI: Appropriates funds for outreach services to homeless persons with serious and persistent mental illness. Appropriates funds for services for homeless persons experiencing substance abuse. Part VII: Appropriates funds to assist the department of transportation with homelessness-related issues pertaining to security, health, and safety. (SD1)
Establishes a Kapolei jobs initiative pilot program that offers incentives to increase the number of businesses willing to establish themselves or open a new location in the Kapolei region. Establishes a tax credit, until 12/31/2024, as part of the Kapolei jobs initiative pilot program.
Requires the department of education to develop and implement a state plan for computer science education in all public schools. Requires public intermediate, middle, and high schools to offer computer science courses for grades six through twelve. Allows applicants to the University of Hawaii to substitute computer science courses for other admission requirements.
Exempts the development of affordable housing projects developed in the urban core by the Hawaii housing finance and development corporation from environmental assessment and environmental impact statement requirements.
