RELATING TO DENTAL HYGIENISTS.

Permits licensed dental hygienists in the State to operate under general, rather than direct, supervision of a licensed dentist.

RELATING TO ELECTIONS.

Provides that the submission of a voter registration application either to register to vote or update the voter's registration information constitutes a request for permanent absentee voter status unless the applicant specifically indicates the applicant does not wish to be a permanent absentee voter. Takes effect on 1/7/2059. (SD2)

RELATING TO BONDS.

Restricts the use of general obligation or revenue bond proceeds to pay for the unfunded pension or other post-employment benefit liabilities accrued for state employees or retirees, by requiring a two-thirds majority vote of each house of the legislature to enact legislation that authorizes the use of bond proceeds for such purposes. Effective August 30, 2050. (SD1)

RELATING TO LABOR.

Authorizes the Department of Labor and Industrial Relations to issue a stop-work order to an employer for violations of chapter 388, Hawaii Revised Statutes, relating to the payment of wages and other compensation, or administrative rules adopted pursuant to that chapter. Establishes the process for notification of an employer of a stop-work order, appeals process, penalties for violations, and judicial review. Takes effect 1/7/2059. (SD1)

RELATING TO FIREARMS.

Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm. Allows the owner of an unregistered firearm to register the firearm thereafter without penalty. Takes effect on 1/7/2059. (SD2)

RELATING TO FORENSIC IDENTIFICATION.

Requires DNA samples from a felony offender regardless of whether the offender completed a criminal sentence, or was otherwise discharged from the jurisdiction of the court, for the qualifying felony offense prior to July 1, 2017, and retroactively to July 1, 2005. Takes effect on 1/7/2059. (SD2)

RELATING TO TRANSPORTATION.

Provides exemptions from vehicle registration, safety inspection, and driver licensure requirements for marine terminal equipment operating on roads between Sand Island parkway and Sand Island access road. Allows the operation of marine terminal equipment between Sand Island parkway and Sand Island access road. (SD2)

RELATING TO LAND USE.

Allows county councils to establish Neighborhood Revitalization Boards to be administered by the counties for the purpose of developing neighborhood revitalization plans for areas in each county. Allows Neighborhood Revitalization Boards to request funding and requires the counties to provide an unspecified percentage of matching funds for any neighborhood revitalization plan or project that receives state funds. Effective 7/1/2050. (SD2)

PROPOSING AN AMENDMENT TO ARTICLE II, SECTION 1, OF THE HAWAII STATE CONSTITUTION TO CHANGE THE AGE QUALIFICATION FOR VOTING IN STATE OR LOCAL ELECTIONS.

Proposes a constitutional amendment to allow individuals who are seventeen years of age but will be eighteen years of age on or before the next state or local general election to vote at the state or local primary election immediately preceding the state or local general election by which the citizen will attain the age of eighteen.
