RELATING TO PRESERVING CORAL REEFS.

RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation or any appropriate entity of the State to initiate negotiations to keep the units of the Front Street Apartments on the island of Maui affordable or to acquire the Front Street Apartments property. Appropriates funds. (SB1266 HD1)

RELATING TO JUDGES.

Authorizes the Chief Justice of the Supreme Court to establish district family courts. Increases the number of judges of the District Court of the Second Circuit from three to four judges. Makes housekeeping amendments to laws relating to the composition of judges of the circuit courts, district courts, and family courts. (SB276 HD1)

RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION.

Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs. Appropriates funds to implement the authority and relevant interagency invasive species projects. (SB776 HD1)

RELATING TO AERONAUTICS.

Replaces the criminal penalty for certain airport offenses relating to aviation practices and to licensing or regulation of commercial activities at public airports with a fine. (SB1163 HD1)

RELATING TO SCHOOL IMPACT FEES.

Exempts the following from school impact fee requirements: housing developments reserved for persons or families with incomes up to 80 percent of the area median income located in a county having a population greater than 500,000; state or federal public housing projects; state low-income housing projects; housing projects certified or approved for a general excise tax exemption under section 201H-36, Hawaii Revised Statutes (HRS); and government housing projects and projects processed pursuant to sections 46-15.1 and 201H-38, HRS. RELATING TO RETIREMENT.

Reduces the percentage of average final compensation used to calculate the retirement allowance for a member who first earned credited service as a judge after June 30, 2050, to two per cent. (SB249 HD1)

RELATING TO HIGHWAY SAFETY.

Establishes the Photo Red Light Imaging Detector Systems Program (Program). Authorizes counties to administer the Program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the Program. Makes an appropriation. Establishes a Red Light Running Committee. (SB221 HD1)

RELATING TO PROCUREMENT.

Prohibits the disqualification or rejection of a bid that includes a listed subcontractor whose license is not valid at the time of the bid due to a lapse in continuous insurance and bond coverages if the subcontractor meets certain conditions. Requires procurement officers to report any unlicensed activity if a bid is disqualified or rejected because the subcontractor fails to meet certain licensing requirements. (SB1068 HD1)

RELATING TO CHILD CARE FACILITIES.

Requires the Department of Human Services (DHS) to post on its website, reports of child care facility inspections beginning with inspections occurring on January 1, 2019, and suspected or actual complaint violations, including DHS's findings and corrective actions. Appropriates funds to implement and comply with the reporting requirements for child care facilities. (SB511 HD1)
