Appropriates funds for the Kahoolawe Island Reserve Commission and to fund three full-time equivalent (3.00 FTE) permanent positions for the Kahoolawe Island Reserve Commission. Effective 7/1/2050. (SD1)
Exempts gross proceeds from medical services provided by physicians and advanced practice registered nurses acting in the capacity of a primary care provider from the general excise tax. Effective 1/1/2024.
Decriminalizes and legalizes the personal use, possession, and sale of cannabis in a specified quantity. Entitles persons arrested or convicted of certain marijuana offenses from custody or incarceration. Entitles certain persons to the expungement of their arrest and conviction records, unless the prosecutor can demonstrate good cause against the issuance of an expungement order.
Renames the state highway safety council as the state highway safety and modernization council and amends the composition and duties of the council.
Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for medication used for the treatment of obesity or weight loss management for a covered individual who is overweight and has one or more related comorbidities.
Prohibits the Department of Public Safety from receiving any commission payment from telephone service providers based on inmate phone calls. Prohibits the Department of Public Safety from entering into or renewing any contract with any privately owned prison telephone communications provider.
Increases the real property exemption amount for attachment or execution. (SD1)
Extends the State's energy-efficiency portfolio standards from 2030 to 2045. Authorizes the public utilities commission to establish interim goals. Clarifies that certain demand response programs and related activities count toward the portfolio standards.
Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to transfer ownership of roads in favor of counties by quitclaim if requested by the county.
