Requires the Animal Industry Division of the Department of Agriculture to administer an assessment and approval process to import and move aquatic livestock in the State. Requires the Animal Industry Division to develop a risk-based framework for the aquatic livestock assessment and approval process and to undertake certain activities to develop and expand the aquaculture industry. Defines aquatic biorisk, aquatic livestock, and biocontainment.

Authorizes the Department of Agriculture to extend the lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand persons. Requires governmental bodies to obtain written approval from the Administrator of the State Procurement Office to cancel invitations for bids, requests for proposals, or other solicitations, or reject bids or proposals. Prohibits post-award remedial actions to be taken unless approved in writing by the Administrator of the State Procurement Office.
Increases the number of members composing the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects from fourteen to sixteen members, and requires one member to have at least five years of experience as an employee of a government agency.
Establishes the offense of operating a vehicle while impaired, and penalties. Authorizes the Department of Transportation to take administrative action. Takes effect 1/1/2024. (SD1)
Allows the Department of Education to create temporary positions under certain conditions. Amends the requirement that the Department of Education report the creation of temporary positions to the Department of Budget and Finance by requiring that the report also be sent to the Legislature.

Includes the establishment of a consistent and balanced framework for developing and implementing sea level rise adaptation strategies as an objective of the Coastal Zone Management Program. Includes the promotion of research, study, and understanding of the suitability and impacts of different sea level rise adaptation as a policy of the Coastal Zone Management Program. Includes the maintenance of a balance between public and private interests in implementing sea level rise adaptation and consideration of all appropriate sea level rise adaptations as policies of the Coastal Zone Management Program. Includes as a policy of the Coastal Zone Management Program that any construction on shoreline be allowed if it is determined to preserve, protect, or rehabilitate the beach of be considered vital development. Requires the County Planning Commission to allow proposed development within the shoreline area and within the sea level rise exposure area under certain circumstances. Prohibits any policy or guideline for setting special area use permit application procedures that has the effect of a rule without complying with the rulemaking process. Preempts any rule, policy, or guideline inconsistent with the Special Management Area Guidelines. Allows counties to require that shoreline setback lines be established at greater distances in certain circumstances. Provides that no variance be denied for maintenance, renovation, or repair of a lawful nonconforming structure with exceptions.
Specifies that the practice of election fraud intimidation includes, among other actions (1) The carrying of any firearm or weapon and (2) The act of photographing the face of any voter without permission from both the voter and an appropriate election official when such actions occur at or near a voter service center, place of deposit, or polling place.
Allows students to complete computer science courses as a substitute for science credits at the high school level to count towards graduation requirements. Requires a computer science course credit as a graduation requirement at the high school level beginning with the 2030-2031 school year. Appropriates funds for teacher professional development in computer science.
