Makes comprehensive updates to chapter 436E, Hawaii Revised Statutes, regarding acupuncture practitioners to reflect modernized scopes of practice, titles, and licensing and renewal requirements. Authorizes the Board of Acupuncture to establish an alternative pathway for physician licensure in acupuncture. Beginning with the renewal for the licensing biennium commencing 7/1/2025, requires licensees to obtain thirty hours of continuing education per licensing biennium. Appropriates funds to the Department of Commerce and Consumer Affairs to update the Professional and Vocational Licensing Division's internal database. Effective 12/31/2050. (SD1)
Establishes the Performing Arts Pilot Program Committee to establish the Performing Arts Pilot Program to select, review, and fund grant proposals for performing arts events. Clarifies the scope of the State Foundation on Culture and the Arts' responsibilities to include administration of the Performing Arts Pilot Program. Requires annual reports to the Legislature. Prohibits the possession of firearms on school property and school buses and at school-sponsored functions. Exempts certain law enforcement officers and instructors and participants of certain educational or training programs. Establishes that violators are guilty of a class B felony. Requires children enrolled in school who are in violation to be excluded from school attendance for not less than one year. Defines school, school bus, school property, and school-sponsored function.
Requires the Department of Agriculture to establish and administer an aquaculture disease diagnostic laboratory. Appropriates funds for the laboratory. Establishes and appropriates funds for positions within the Department of Agriculture. (SD1)
