Creates the global primary care training program to combine the Hilo medical center primary care training program and the University of Hawaii family medicine residency program on Oahu so that the two programs collaborate and allow residents from each program to intern with the other.
Transfers responsibility for approval, inspection, and quarantine of aquaculture livestock from the plant quarantine branch within the division of plant industry of the department of agriculture to the division of animal industry of the department of agriculture.
Prohibits a motor vehicle from being operated within the safe passing zone of three feet surrounding a person operating a bicycle. Defines "safe passing zone".

Provides the Land Use Commission with the power to amend, revise, or modify a decision and order granting a district boundary amendment, or fine a petitioner, when there has been a finding by the Land Use Commission that a petitioner or its successors or assigns have not adhered to the conditions imposed by the commission, regardless of whether there has been substantial commencement of use of the land. Authorizes the public benefits fee to be used to install and upgrade electric power infrastructure to facilitate the use of electric vehicles. Authorizes the public benefits fee administrator to establish procedures for the administration of public benefits fee programs that install or upgrade electric power infrastructure to facilitate the use of electric vehicles. Sunsets on 6/30/2021.
Clarifies the process, including payment obligations, mediation requirements, and triggers for further default, where a condo unit owner and association reach a payment plan to resolve a nonjudicial foreclosure. Establishes procedures providing condo owners with the right to submit disputed legal fees, penalties or fines, late fees, lien filing fees, or other charges, except for common expense assessments, to the mediation process prior to payment.
Appropriates funds for the P4C Program of the University of Hawaii Uehiro Academy for Philosophy and Ethics in Education and for teachers of the Department of Education to train with the P4C Program.
