Creates the offense of resisting an order to stop a motor vehicle under unauthorized control. Makes new offense a class B felony. Makes it a class B felony to exert unauthorized control of a propelled vehicle.
Limits liability for volunteers and certain entities that provide volunteers to maintain or repair cemetery grounds. Requires the director of commerce and consumer affairs, in consultation with the comptroller, to develop strategies for repair and maintenance of Sunset Memorial Park in Pearl City, Oahu. Requires a biotechnology company that sells a genetically modified animal, plant, or seed that the company knows or has reason to believe will be used to produce an agricultural commodity to provide written disclosure of possible risks from the use of such an organism; written notice does not waive any liability a biotechnology company may have toward a purchaser.
Requires the department of agriculture, in collaboration with the department of health, to create a restricted use pesticide amnesty program and provide restricted use pesticide amnesty bins within each county for the anonymous and proper disposal of illegal or unused restricted use pesticides.
Supports the development and operation of the international moon base alliance to help guide the design and construction of the prototype Moon base on the island of Hawaii. Requires the alliance to conduct its first organizational teleconference by August 1, 2018, and submit a strategic plan for the prototype Moon base to the governor and legislature before commencement of the 2019 Session.
