RELATING TO TOBACCO.

Prohibits the issuance of new retail tobacco permits, beginning 11/1/18, for businesses that are located within 500 feet of a preschool, school, or public playgrounds. Enunciates that a business holding a valid retail tobacco permit prior to 11/1/18, is eligible for renewal even though the business is within 500 feet of a preschool, school, or public playgrounds. Beginning on 12/1/2051, prohibits the sale of tobacco products and electronic smoking devices by businesses that are located within 500 feet of a preschool, school, or certain public playgrounds. Codifies the Department of Taxation's administrative rule specifying when the Department may suspend, revoke, or decline to renew a retail tobacco permit. (SB2304 HD2)

RELATING TO CHRONIC HEALTH CONDITIONS.

RELATING TO VIRTUAL CURRENCY.

Adopts the Uniform Regulation of Virtual Currency Businesses Act and codifies the Act. Amends the Money Transmitters Act to expressly apply to persons engaged in the transmission of virtual currency. Requires a licensee dealing with virtual currency to provide a warning to a consumer prior to entering into an agreement with the consumer. (SB3082 HD1)

RELATING TO TECHNOLOGY DEVELOPMENT.

Part I: Appropriates funds for grants to participants in software application challenges so that the proofs of concept created during the challenges can be developed into prototypes suitable for local and state government. Part II: Requires the Department of Business, Economic Development and Tourism to conduct a comprehensive review of the 2016-2020 Hawaii Statewide Comprehensive Economic Development Strategy and develop regional economic plans. RELATING TO ANIMALS.

Prohibits manufacturers and contract testing facilities in Hawaii from using animal test methods for the purpose of testing cosmetics or household products for which an alternative test method is available. Imposes a civil fine and authorizes the attorney general to seek injunctive relief and any other recovery of damages. Effective 7/1/2050. (SD2)

RELATING TO HOUSING.

Requires inclusion of 20% affordable housing units in state agencies' development and redevelopment plans along the rail transit corridor.
