RELATING TO PHARMACY BENEFIT MANAGERS.

Provides that a pharmacy benefit manager may not prohibit the sharing of an insured individual's cost share for a prescription drug and clinical efficacy of a more affordable alternative drug and prevents penalization of a pharmacy or pharmacist for sharing such information. (SB1401 HD1)

RELATING TO LAY NETS.

Prohibits the abandonment of lay nets used for fishing. Authorizes DLNR to issue permits for the use and possession of lay nets. Requires DLNR to establish a comprehensive, statewide lay net education and enforcement program. (SB1371 HD1)

RELATING TO AGRICULTURE.

Requires the Department of Agriculture to conduct a feasibility study on the establishment of agricultural technology zones, or ag-tech zones, within the City and County of Honolulu. Appropriates funds to conduct the feasibility study. (SB1436 HD1)

RELATING TO ELECTRIC VEHICLES.

Prohibits the issuance of building permits pursuant to an application initiated on or after January 1, 2020, for all new residential multi-family buildings that have ten or more parking stalls and new commercial buildings that have twenty or more parking stalls unless a certain percentage of the parking stalls are electric vehicle charger ready, subject to superseding county ordinances. RELATING TO STATE LIBRARY SYSTEM.

Amends the disposition of unclaimed funds in the Unclaimed Property Trust Fund to allocate funds under a certain amount to the Libraries Special Fund and to amend the threshold amount for funds transferred to the General Fund.
