RELATING TO DECEPTIVE TRADE PRACTICES.

Establishes that charging shipping and delivery charges that exceed the actual cost charged to the seller to ship or deliver a consumer commodity or consumer package to a consumer in Hawaii constitutes an unfair and deceptive practice. Effective 7/1/2050. (SD1)

RELATING TO MOTOR VEHICLES.

Prohibits motor vehicle manufacturers from charging subscription fees for certain services that employ equipment already installed in the motor vehicle at the time of sale as a new motor vehicle. Provides that the prohibition shall not apply to entertainment streaming subscription services, vehicle navigation, traffic information, and safety-related services. Takes effect 7/1/2050. (SD2)

RELATING TO FIREWORKS.

Establishes the Shipping Container Inspection Program and shipping container inspection program special fund. Amends the definitions of "aerial devices" and "fireworks" within state fireworks law. Requires reports to the Legislature on implementation of the Shipping Container Inspection Program. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO WILDLIFE MANAGEMENT.

Requires the Department of Land and Natural Resources' Division of Aquatic Resources to submit an annual report to the Legislature, beginning in 2025, summarizing the Division's expenditure of funds received from the federal Wildlife and Sport Fish Restoration program for the preceding year and providing the recipient and purpose of each expenditure. Effective 7/1/2050. (SD2)

RELATING TO NUMBER PLATES.

Establishes penalties for the failure to comply with a County Director of Finance's request that a vehicle number plate or special number plate be returned. Effective 3/22/2075. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Designates the Vice President for Budget and Finance and Chief Financial Officer of the University of Hawaii as the Chief Procurement Officer for the University and appropriates funds for the transition. Appropriates general obligation bond funds to University of Hawaii, Systemwide Support (UOH900) to renew, improve, and modernize facilities. Effective 7/1/2050. (SD2)

RELATING TO DISCRIMINATION.

Establishes provisions relating to civil remedies for discriminatory reporting to a law enforcement officer. Provides that a person who contacts a law enforcement officer to come to a location to contact a person on the basis of the person's actual or perceived race, color, ancestry, ethnicity, national origin, place of birth, sex, age, religion, disability, sexual orientation, or gender identity with the specific intent to infringe upon the person's rights under the Hawaii State Constitution or United State Constitution; discriminate against the person; cause the person to feel harassed, humiliated, or embarrassed; cause the person to be expelled from a place that the person is lawfully located; damage the person's reputation or standing within the community; or damage the person's financial, economic, consumer, or business prospects or interest shall be civilly liable. Requires the Department of the Attorney General, in consultation with the Hawaii Civil Rights Commission, to provide guidance to the public on the enactment of this Act. Effective January 1, 2024, requires the Department of Law Enforcement to also provide guidance on this Act. (SD1)

RELATING TO TAXATION.

Extends the period in which a county may adopt a surcharge on state tax, under certain conditions. Authorizes the use of the surcharge revenues for affordable and workforce housing infrastructure. Allows the counties to use surcharge revenues for housing infrastructure, including roadways, water, and sewer. (SD1)
