RELATING TO HOUSING.

Establishes the ALOHA homes authority to facilitate the development of low-cost homes for sale to Hawaii residents on state-owned and county-owned land near rail stations of the Honolulu rail transit system, to be known as the urban redevelopment district. Establishes guidelines within the urban redevelopment district. Establishes provisions related to the sale of leasehold interest of ALOHA homes. Exempts land owned by the authority from the definition of public lands in section 171-2, HRS. Exempts development by the authority from school impact fees. Establishes the ALOHA homes authority special fund. Authorizes the ALOHA homes authority to adopt rules pursuant to chapter 91, Hawaii Revised Statutes.

RELATING TO INVASIVE SPECIES.

Appropriates funds to the department of land and natural resources' division of forestry and wildlife, Maui branch, for invasive species technician positions in east Maui to address invasive plants and animals. Appropriates funds to the department of land and natural resources to reduce and eradicate invasive species throughout the county of Maui. (SD1)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Appropriates funds for portions of the Hawai‘i interagency biosecurity plan to enhance protection of Hawai‘i's natural resources, agriculture, human health, and way of life. Takes effect 7/1/2050. (SD1)

RELATING TO PROMOTING DANGEROUS DRUGS.

Establishes the misdemeanor offense of promoting a dangerous drug in the fourth degree for first time offenders who possess smaller amounts of a dangerous drug. Amends related provisions for the promotion of the promotion of dangerous drugs in the second and third degree for consistency.

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS ELECTIONS.

Requires that of the four seats on the OHA board of trustees without an island residency requirement, two shall require residency in an urban district and two shall require residency in a rural district. Requires one urban district candidate and one rural district candidate to be elected in any election cycle. Limits voting for board of trustees seats with a residency requirement to voters who have residency on the same island or in the same district. Changes the term of the member who receives the lowest number of votes in the 2022 general election to serve a term of two years and a term of four years after the general election of 2024. Takes effect upon approval; provided that part I shall take effect on January 1, 2024. (SD1)

RELATING TO AHUPUA‘A ‘O KAHANA STATE PARK.

Appropriates moneys to the Hawaii Housing Finance and Development Corporation for low-interest home construction and home improvement loans to holders of Ahupua‘a ‘O Kahana State Park residential leases. Lapses funds appropriated to the general fund on June 30, 2023. Effective 7/1/2050. (SD1)

RELATING TO CONVEYANCE TAX.

Amends the exemption from conveyance tax for realty leases of less than 5 years by applying the exemption only to residential leases of 1 year or less. Effective 7/1/2050. (SD1)

RELATING TO THE KANEOHE BAY REGIONAL COUNCIL.

Requires the Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay regional council. Requires that the chairperson be selected by the members on an annual and rotating basis. Requires the council to meet quarterly. Appropriates moneys to the Department for a 0.5 FTE staff position to assist the council during meetings. Effective 12/31/2050. (SD2)
