RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT.

Clarifies that a taxpayer may claim the important agricultural land qualified agricultural cost tax credit no earlier than the third taxable year after application for first-year certification of the credit. Extends the time that the department of agriculture may certify the important agricultural land qualified agricultural costs tax credit from 12/31/2021 to 12/31/2030. Applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (SD2)

RELATING TO VOTING.

Allows an individual who is seventeen years of age but will be eighteen years of age on or before the next general election to register and vote at the primary election immediately preceding that general election and in any co-occurring or intervening special election. Takes effect upon ratification of an appropriate constitutional amendment. Effective 7/1/2112. (HD1)

RELATING TO AGRICULTURE.

Requires the Hawaii department of agriculture and agribusiness development corporation to annually lease at least 50% of land leased or up for lease renewal to operations whose primary business is, or supports, local food production beginning 1/1/2022. Requires the Hawaii department of agriculture and agribusiness development corporation to submit reports to the legislature on leasing activities. Requires the agribusiness development corporation and its board of directors to implement by 1/1/2023 the recommendations in the State Auditor's Report No. 21-01 and requires a progress report to the 2022 legislature and a final report by 12/31/2023. Effective 7/1/2050. (SD2)

RELATING TO PHARMACY BENEFIT MANAGERS.

Prohibits certain contracts for managed care entered into after June 30, 2021, from containing a provision that authorizes a pharmacy benefit manager to reimburse a contracting pharmacy on a maximum allowable cost basis, and voids any such provisions in existing managed care contracts. Prohibits pharmacy benefit managers from engaging in unfair methods of competition or unfair practices. Prohibits a pharmacy benefit manager from reimbursing a 340B pharmacy differently than any other network pharmacy. Prohibits a pharmacy benefit manager from reimbursing an independent or rural pharmacy an amount less than the rural rate for each drug under certain circumstances. Prohibits a pharmacy benefit manager from restricting a pharmacist's ability to provide certain information to insureds. Increases pharmacy benefit managers' annual reporting requirements. Requires the insurance commissioner to file annual reports with the legislature. Increases pharmacy benefit manager registration and renewal fees by an unspecified amount. Makes certain violations of pharmacy benefit managers subject to the penalties provided in chapters 480 and 481, Hawaii Revised Statutes. Effective 7/1/2050. Repeals certain provisions on 6/30/2026. RELATING TO A SCHOOL FACILITIES AGENCY.

Amends Act 72, Session Laws of Hawaii 2020, to require that the school facilities agency complies with the Hawaii Public Procurement Code. Authorizes the school facilities agency to have additional powers and duties. Specifies additional uses for the school facilities special fund. Provides the executive director of the school facilities agency with authority relating to capital improvement projects for the school facilities agency. Effective 7/1/2050. (SD2)

RELATING TO BROADBAND INFRASTRUCTURE FOR RURAL COMMUNITIES.

Creates a task force jointly convened by the department of transportation and department of business, economic development, and tourism to provide equitable broadband access for historically marginalized, unserved, and underserved rural communities. Requires the task force to apply for federal moneys for broadband access. Requires the departments' report to include the findings of the task force and an accounting of amounts received from the CARES Act and Emergency Coronavirus Relief Act of 2020 and grants disbursed by the State for broadband infrastructure for rural communities. Effective 7/1/2050. (SD2)

RELATING TO STATE CAPITOL FACILITIES.

Requires the department of accounting and general services to develop and implement an enhanced security plan for the state capitol and surrounding grounds. Amends provisions regarding the internal governance of the state capitol management committee. Requires the department of accounting and general services to submit annual reports to the legislature regarding the enhanced security plan. Effective 7/1/2050. (SD2)

RELATING TO GENERAL EXCISE TAX.

Authorizes the director of taxation to exempt a taxpayer whose annual general excise tax liability does not exceed $100 from monthly, quarterly, or semiannual general excise tax filing requirements; provided that the taxpayer files an annual return. Applies to taxable years beginning after 12/31/2021. (SD1)
