RELATING TO WATER QUALITY.

Waives the requirement for section 401 water quality certification for certain small-scale beach restoration projects authorized by the department of land and natural resources. (CD1)

RELATING TO FOOD DONATION.

Expands liability protection for donors to include donations of food and similar donations made to needy persons by organizations. Authorizes the donation of expired food when the donor reasonably believes in good faith that the food remains fit for human consumption. (CD1)

RELATING TO EDUCATION.

Gives a preference to students who live within the service area of a school or who enrolled in the school the previous school year who apply for participation in a career and technical education program offered by that school. Establishes enrollment in a career and technical education program as a new exception to the requirement to attend school within the service area in which a student resides. (CD1)

RELATING TO VEHICLE INSPECTIONS.

Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the department of transportation. Makes inoperable the requirement for reconstructed vehicles to obtain a special inspection and certification from 1/1/2022 through 7/31/2025. Requires the department of transportation to submit a report on the effects of the repeal no later than twenty days prior to the convening of the regular session of 2025. (CD1)

RELATING TO AGRICULTURAL LOANS.

Amends the maximum amount that the Chairperson of the Board of Agriculture is authorized to approve for agricultural loans and aquacultural loans not to exceed $50,000 of state funds, rather than $25,000. (CD1)

Requires the department of transportation to create motor vehicle, bicycle, and pedestrian highway and pathway networks. Creates annual reporting requirements. (CD1)

RELATING TO VOTING.

Makes an application for voter registration part of all state identification card and driver's license applications. Requires qualified applicants to choose to be registered to vote. Requires updating of names and addresses of qualified applicants who are already registered to vote unless the applicant declines. Requires the sharing of certain information among the counties, department of transportation, election personnel, and online voter registration system. (CD1)

RELATING TO AGRICULTURAL BUILDINGS.

Increases the maximum area for each agricultural shade cloth structure, cold frame, and greenhouse that could qualify the structure for an exemption from building permit and building code requirements. Effective 1/1/2022. (CD1)

RELATING TO INFRASTRUCTURE IMPROVEMENT DISTRICTS.

Specifies that the cost of regional infrastructure improvements made by the Hawaii housing finance and development corporation may be assessed against transit-oriented development projects specially benefiting from the improvements, as determined by the corporation. Requires the Hawaii interagency council for transit-oriented development to review and make recommendations on applications for subaccount funds for infrastructure projects related to transit-oriented development. Exempts the stadium development district from the assessments made under this measure. (CD1)
