Appropriates funds for civilian auxiliary aviation services of the type performed by the civil air patrol. (CD1)
Extends the sunset date for the Coffee Berry Borer and Coffee Leaf Rust Pesticide Subsidy Program to 6/30/2025 and the program manager position, including the position's civil service and collective bargaining laws exemption, to 6/30/2026. Requires the Department of Agriculture to report to the Legislature. Appropriates funds for the operation and implementation of the Pesticide Subsidy Program. (CD1)
Requires certain job listings to include an hourly rate or salary range. Prohibits an employer from discriminating between employees because of any protected category established under state law, by paying wages to employees in an establishment at a rate less than the rate at which the employer pays wages to other employees in the establishment for substantially similar work. Authorizes the Department of Transportation to regulate the parking of shared cars at state airports. Authorizes the counties to regulate the parking utilized by shared cars. Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program during the car-sharing period. Makes permanent peer-to-peer car-sharing insurance requirements. Effective 1/1/2024. (CD1)
Subjects to forfeiture any vehicle used in the commission of felony disposal of solid waste or petty misdemeanor disposal of solid waste. (CD1)
Allows the chief energy officer of the Hawaii state energy office to enforce minimum efficiency standards and adopt or amend efficiency standards. Sets minimum efficiency standards for portable electric spas, residential ventilating fans, toilets, urinals, and water coolers. Allows manufacturers to utilize the Home Ventilating Institute's certified products directory certification program to meet certain standards. Effective 6/30/2023. (CD1)
Repeals the sunset date of section 2 of Act 119, Session Laws of Hawaii 2021, making permanent the requirement that the Hawaii Medical Board issue licenses in four levels of emergency response practice in counties with a population of five hundred thousand or greater and the creation of an additional licensure category for Emergency Medical Technicians 1 who are certified at a higher practice level than Emergency Medical Technicians but do not provide ambulance services. Authorizes wages of other employees in comparable employment to be considered when computing the average weekly wages of an injured public board member, reserve police officer, police chaplain, reserve public safety law enforcement officer, sheriffs' chaplain, volunteer firefighter, volunteer boating enforcement officer, or volunteer conservation and resources enforcement officer. Clarifies computation of average weekly wages of an injured volunteer firefighter for workers' compensation benefits purposes. (CD1)
Transfers the rights, powers, functions, duties, resources, and individual budget of the Hawaii State Public Library System relating to workers' compensation for its employees from the Department of Education to the Department of Human Resources Development. Transfers one full-time equivalent permanent position from the Hawaii State Public Library System to the Department of Human Resources Development. Appropriates funds for the salary and benefits of a human resources specialist position to the Department of Human Resources Development. (CD1)
Clarifies that a prospective juror is disqualified to serve as a juror if they have been convicted of a felony and have not been finally discharged, in addition to not being pardoned. Effective 1/1/2024. (HD1)
