Increases the inspection, quarantine, and eradication service fee and charge from 75 cents to $1.50 for every 1,000 pounds of freight or part thereof brought into the State.

Requires each executive branch department to: identify existing and planned facilities that are vulnerable to sea level rise, flooding impacts, and natural hazards; assess options for mitigation impacts of sea level rise to existing and planned facilities; establish staff level points of contact to improve interagency coordination for sea level rise adaptation, flooding, and resilience; and submit annual reports to the governor, legislature, and Hawaii climate change mitigation and adaptation commission.
Requires any Hawaii health systems corporation hospital in a county with an area greater than four thousand square miles that serves Compact of Free Association benefit recipients to establish diversity and inclusion training for all staff, and to hire interpreters and community health care workers as necessary to bridge the language and cultural divide with the community. Requires the Hawaii health systems corporation to provide oversight and enforcement. Requires the Hawaii health systems corporation to provide a report to the legislature. Effective 7/1/2060. (HD1)
Establishes the Moku Manu marine state monument. Manages certain ocean recreation activities within the monument.
Establishes reduced taxpayer penalties for nonpayments and underpayments that are due to reasonable cause. Allows a taxpayer to post a bond to avoid penalties and interest. Assesses interest on a deficiency in state income tax payment caused by a change in the taxable income reported on the taxpayer's federal tax return.
Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program (SNAP), regardless of the means of purchase and the SNAP eligibility of the person. Effective 7/1/2050. (SD2)
Requires and establishes deadlines for state facilities, except smaller facilities and facilities at Aloha Stadium, to implement cost-effective energy efficiency measures. Directs the Hawaii state energy office to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available. Provides that certain agencies that perform energy efficiency retrofitting may continue to receive appropriations for energy expenditures at an amount that accounts for any costs or debt service for the implementation and management of energy efficiency measures. Beginning 7/1/2021, requires, where feasible and cost-effective, the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project.
Designates the fourth Saturday in September as Public Lands Day.
Requires the department of agriculture, in cooperation with the office of the governor, to identify the top ten fruit and vegetable imports to the State that may be commercially grown by farmers in Hawaii and recommend ways to increase their production. Effective 7/1/2050. (HD1)
Mandates the Department of Agriculture to take precautionary measures to anticipate, prevent, or minimize the adverse effects of biotechnology and genetic engineering.
