Appropriates funds to the department of agriculture for the control of the two-lined spittlebug and recovery of the rangelands damaged by the invasive pest.

Authorizes a police officer or conservation and resources officer of the department of land and natural resources to conduct an administrative inspection, without a search warrant, if the law enforcement officer has reason to believe that certain aquatic life is taken or held for sale, storage, or transportation in violation of the laws relating to fishing rights and regulations.
Establishes a cover crop reimbursement pilot program to provide up to 75% cost reimbursement to farming operations in the State for acquiring cover crop seeds, green manure, or compost. Requires the convening of a review panel to screen and rate applicants on the quality of their cover crop and green manure and composting practices. Establishes a cover crop reimbursement pilot program manager position within the department of agriculture to administer the program. Requires a report to the legislature. Appropriates funds. Proposes a constitutional amendment to allow citizens who are seventeen years of age but will be eighteen years of age on or before the next general election to vote at the primary election immediately preceding the general election by which the citizen will attain the age of eighteen and any intervening or co-occurring special election. Removes the statute of limitations for criminal prosecution of certain sexual abuse of minors offenses.
Establishes a sustainable Hawaii workforce program, a sustainable Hawaii workforce advisory committee, and a sustainable Hawaii workforce special fund to meet the goals of the Aloha+ Challenge. Imposes a new 1.5 per cent sustainable tourism tax beginning on 7/1/2022, to fund the sustainable Hawaii workforce program. Special fund is effective on 7/1/2022. Program and advisory committee take effect on 1/1/2023.
Establishes the offense of theft of catalytic converter as a class C felony. Defines "catalytic converter". Requires scrap dealers to follow the same requirements regarding a written statement for the purchase of palladium, platinum, rhodium, and a scrap catalytic converter from which some or all of the catalyst metals have been removed as is required for the purchase of copper, beer kegs, and urns.
