RELATING TO AGRICULTURE.

Establishes two new positions on the board of agriculture and specifies that one shall be a resident of the island of Molokai and one shall be a resident of the island of Lanai. (SD1)

RELATING TO TEACHER RENTAL HOUSING.

Authorizes HPHA and HHFDC to provide rental housing projects for teachers employed by the DOE and public charter schools. Appropriates funds for HPHA. Appropriates funds for deposit into the dwelling unit revolving fund. Requires the DOE to lease land and contract with private entities for teacher housing. Permits the private entities to lease teacher housing to other eligible tenants under certain circumstances. Effective 12/1/2050. (HD2)

RELATING TO TAXATION.

Authorizes counties to levy a county surcharge on transient accommodations tax in their respective counties pursuant to certain conditions. Sunsets on 12/31/2036.

RELATING TO INTOXICATING LIQUOR.

Allows direct shipment of beer and distilled spirits by certain licensees. Requires the county liquor commissions to adopt rules and regulations. (HD1)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires the department of land and natural resources to purchase within its existing budget an Infrared Unit B2-FO for the Maui branch of the division of forestry and wildlife for game management and collecting and tracking accurate herd counts.

RELATING TO THE PRACTICE OF BEHAVIOR ANALYSIS.

Makes the exemption from the behavior analyst licensing requirements permanent for certain teachers working in collaboration with a licensed behavior analyst or licensed psychologist. Clarifies exemptions from licensure as a behavioral analyst for general education teachers, direct support workers, special education teachers, and teacher trainees working in collaboration with or under the supervision of licensed professionals. RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. (SD1)

RELATING TO HEALTH.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the director of health on the Preceptor Credit Assurance Committee. Effective 7/1/2050. (SD2)
