Specifies that the amount of damages recoverable by a tenant subjected to an unlawful retaliatory eviction is equal to two months' rent. (SD1)

Amends Act 72, Session Laws of Hawaii 2020, to require that the school facilities agency complies with the Hawaii Public Procurement Code. Authorizes the school facilities agency to have additional powers and duties. Specifies additional uses for the school facilities special fund. Provides the executive director of the school facilities agency with authority relating to capital improvement projects for the school facilities agency. Effective 7/1/2050. (SD2)
Until 7/1/2026, allows restaurants to apply a restaurant service surcharge for the sale of food or beverage services, the revenues of which shall be used exclusively by the restaurants for economic recovery from COVID-19 impacts. Authorizes establishments with a class 2 restaurant liquor license to allow the consumption of liquor anywhere on the premises, including the restaurant's outdoor property and sell liquors in their original packages for pick up, delivery, take out, or other means for off-premises consumption.
Requires the board of education to hold no less than six community forums annually, with at least one forum in each county. Requires the board to include an open forum for public comments on non-agenda items. Requires a report to the Legislature on implementing open forums. (SD1)
Requires counties to adopt rules allowing religious and educational institutions to build housing units on land they own regardless of current zoning restrictions if housing is either for Hawaii residents who are owner or renter occupants and own no other real property or affordable housing. (SD1)
Conforms state income tax law to certain provisions of federal law relating to the treatment of amounts received by eligible recipients under the federal Paycheck Protection Program.
Establishes an empty homes conveyance tax against certain residential property owners who own a vacant residential unit in the State.
Establishes an annual luxury pollution registration fee for nonelectric vehicles over $60,000 beginning 12/31/21. Requires the fees to be deposited in the state highway fund and support the electric vehicle charging system rebate program. Expands the rebate program to include low-income residents of the state. Takes effect 1/1/2050. (SD1)
Requires the department of accounting and general services to establish and manage automotive support for work-related travel by employees of the State to minimize the size of motor pools. (SD1)
Makes an appropriation to establish and fund one advanced life support ambulance based in Makalei on the island of Hawai‘i, including acquisition of a vehicle, equipment, and personnel costs.
