Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. Exempts medical and dental services provided by health care providers to patients who receive Medicaid, Medicare, or TRICARE benefits from the general excise tax. Applies to taxable years beginning after 12/31/2023. Effective 6/30/3000. (HD1)

Temporarily exempts affordable housing projects under certain circumstances from specific state and county fees and exactions related to discretionary approval or ministerial permitting, except fees and costs payable to the Hawaii Housing Finance and Development Corporation and the rates and fees of the various boards of water supply. Repeals 6/30/2028. Effective 6/30/3000. (HD2)

Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State. Establishes and appropriates funds for three full-time equivalent positions within the cesspool conversion section in fiscal years 2023-2024 and 2024-2025 and three additional full-time equivalent positions within the section in fiscal year 2024-2025. Establishes a three-year New Wastewater System Demonstration Pilot Program within the University of Hawaii Water Resources Research Center to examine and demonstrate new wastewater technology systems; implement those technologies in demonstration projects in areas across the State that are identified as Priority Level 1; and establish a similar ranking system for prioritization levels for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaii Water Resources Research Center to submit reports to the Legislature. Appropriates funds for the pilot program. Effective 6/30/3000. (HD2)

Extends the offense of false labeling of Hawai‘i-grown coffee to include roasted coffee. Imposes a mandatory $10,000 fine for each separate offense of false labeling of Hawai‘i-grown coffee. Appropriates funds for one full-time equivalent (1.0 FTE) enforcement position. Effective 6/30/3000. (HD2)

Requires the Hawaii Public Housing Authority to conduct a study identifying certain state-owned lands located within a one-half mile radius of any rail mass transit station, including lands owned by the Office of Hawaiian Affairs and excluding lands under the jurisdiction of the Department of Hawaiian Home Lands, that are most suitable for constructing at least one hundred thousand housing units. Appropriates funds to the Hawaii Public Housing Authority to conduct the study, or contract services to conduct the study. Effective 6/30/3000. (HD1)

Requires the State Council on Developmental Disabilities to submit a report to the Legislature prior to the convening of the Regular Session of 2025 focused on the health disparities experienced by persons in the State with developmental or intellectual disabilities. Appropriates funds. Effective 6/30/3000. (HD1)
