Establishes statewide, uniform standards to promote agricultural tourism activities in the State for all counties that have adopted an agricultural tourism ordinance. Requires agricultural tourism activities to be registered by the county planning department. Requires agricultural tourism activities to coexist with an agricultural activity on a farming operation and requires termination of the agricultural tourism activities upon cessation of the agricultural activity, except under certain circumstances. Makes conforming amendments.

Increases the size of a deposit glass beverage container from sixty-eight to one hundred twenty-eight fluid ounces. Adds building materials as a purpose under the glass recovery program. Adds wine, spirits, and milk and other dairy-derived products to the definition of "deposit beverage". Increases the size of a deposit beverage container from sixty-eight to one hundred twenty-eight fluid ounces. Takes effect 1/1/2027.

Extends for 10 years the master lease of Mauna Kea lands that is set to expire on December 31, 2033. Requires that subleases of Mauna Kea lands to astronomical observatories be extended for 10 years.

Requires applicants for driver's license renewal to complete an educational course that includes a road safety video developed by the Department of Transportation and a written examination.

Appropriates funds for the Department of Human Services to contract with one or more organizations specializing in domestic violence to provide training and on-site staff in Child Welfare Services Branch offices to support all aspects of screening for and addressing domestic violence within a case.

Authorizes the Department of Land and Natural Resources to extend the term by thirty years of any lease covering a non-agricultural park no greater than twenty-five acres and with fewer than fifteen years remaining in the term.

Authorizes farm cluster housing on certain agricultural land within agricultural districts. Requires the counties adopt ordinances to allow farm cluster housing.

Authorizes registered nurses and qualified paramedics licensed by the State to administer medication as part of an assisted community treatment order's treatment plan to the subject of the order, under certain circumstances.
