RELATING TO ORGANIC WASTE.

Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to reduce all organic waste produced within the county by facilities generating more than a specified amount of organic waste per year in alignment with established state benchmarks. Appropriates funds.

RELATING TO CORAL REEF ECOSYSTEMS.

Requires the Department of Land and Natural Resources, in consultation with the Department of Health, to prepare a report making recommendations on the establishment of a Hawaii Near Shore Waters Quality Program to monitor and test for the quality of waters near coral reefs to assess and ensure health of reef ecosystems. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO ADVANCING CIVIC ENGAGEMENT.

Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education and appropriates funds for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement. Requires the Department of Education and University of Hawaii to assign appropriate staff to coordinate with the Public Access Room with respect to the outreach and engagement program. RELATING TO ASTHMA.

Authorizes the department of education to stock bronchodilators for emergency use during respiratory distress and authorize department employees to volunteer to administer bronchodilators.

RELATING TO CLIMATE CHANGE MITIGATION.

Requires the department of health to establish a refrigerant management program to reduce emissions of high global warming potential refrigerants and any refrigerant that is an ozone depleting substance from operation of stationary, commercial, and industrial refrigeration equipment responsible and adopt rules for the regulation of the use of such refrigerants. Requires the state building code council to establish codes and standards consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons when updating the state building code. Appropriates funds.

RELATING TO AGRICULTURE.

Requires the Department of Agriculture to assess the steps necessary for the State to supplement federal authority to perform meat inspections within the State. Requires the Department of Agriculture to assess the steps necessary to transfer full authority over meat inspections from federal authority to the State. Appropriates funds for three full-time equivalent inspector positions within the Department of Agriculture to perform meat inspections.

RELATING TO DIRECT INSTRUCTIONAL SERVICES TO STUDENTS.

Allows the Department of Education to create temporary positions under certain conditions. Amends the requirement that the Department of Education report the creation of temporary positions to the Department of Budget and Finance by requiring that the report also be sent to the Legislature.
