Establishes the Shipping Container Inspection Program and shipping container inspection program special fund. Amends the definitions of "aerial devices" and "fireworks" within state fireworks law. Requires reports to the Legislature on implementation of the Shipping Container Inspection Program. Appropriates funds. Effective 7/1/2050. (SD2)
Establishes an inter-division program between the State Historic Preservation Division, Land Division, Office of Conservation and Coastal Lands, Island Burial Councils, and the Office of Hawaiian Affairs that addresses the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed to coastal erosion. Appropriates funds. Effective 7/1/2050. (SD1)
Excludes from the charter school per-pupil funding calculation all amounts relating to programs that provide comparable benefits for all public school students regardless of whether the student is a Department of Education school student or a public charter school student.
Requires that appropriations allocated to Department of Education programs that provide instructional services directly to students shall remain within the budget of the program to which the funds were originally allocated and that the retention of an appropriation shall not be used by the Department as a basis for reducing a program's future budget requirements. Requires the Department of Education to report the creation of temporary positions to the Legislature. Effective 7/1/2050. (SD2)
Requires nominees for the position of Deputy Director, First Deputy, or Deputy Chair, as the case may be, of principal departments and multiple deputy directors; first deputies; deputy chairs, as the case may be, for each department that has multiple individuals who serve in the same role to be subject to the advice and consent of the Senate. Requires a person to file a disclosure of financial interest within thirty days of a person's nomination to any state position enumerated in section 84-17(d), Hawaii Revised Statutes, that is subject to the advice and consent of the Senate. Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.
Establishes a center for the design, development, and fabrication of astronomical instruments within the University of Hawaii. Appropriates funds for the center's planning and design and 10 full-time equivalent faculty positions within the center. Effective 7/1/2050. (SD1)
