RELATING TO BEACHES.

Includes in the State's policies for the physical environment under the Hawaii State Planning Act, the promotion of statewide beach assessments and beach and shoreline adaptation, restoration, and conservation and the pursuit of compatible relationships among activities, facilities, Native Hawaiian traditional practices mauka to makai, and natural resources. Appropriates funds to the Office of Planning and Sustainable Development for the development of a statewide beach assessment study and shoreline adaptation, restoration, and conservation plan. RELATING TO INVASIVE SPECIES.

Requires the Hawaii Invasive Species Council to classify the fungal pathogen that causes coffee leaf rust as an invasive species in its administrative rules and to direct available funding for mitigation efforts, research, and prevention or control actions for coffee leaf rust. RELATING TO VISITOR IMPACT FEES.

Effective 7/1/2025, establishes the visitor impact fee program within the department of land and natural resources, through which the department will collect a fee from visitors for a license to visit a state park, forest, hiking trail, or other state natural area. Establishes the visitor impact fee special fund effective 7/1/2023. Requires report to the legislature on strategic plan and timetable for objectives and implementation of the visitor impact fee program. Appropriates funds for the visitor impact fee strategic plan and positions for the visitor impact fee program. Effective 6/30/3000. (HD3)

RELATING TO TARO.

Requires the Board of Education to hold no less than six community forums annually, with at least one community forum in each county. RELATING TO EDUCATION.

Authorizes the Department of Health to require the Department of Education to report coronavirus disease 2019 potential outbreaks or other public health emergencies and related information in a manner most appropriate to public health and safety, as determined by the Department of Health. Repeals the requirement to publish the report on the Department of Education's website. Effective 6/30/3000. (HD2)

RELATING TO THE COLLEGE SAVINGS PROGRAM.

RELATING TO MINORS.

Requires providers of no cost emergency shelter and related services to take steps to ensure pertinent youth obtain and receive services from the juvenile justice or child welfare systems and maintain separation for unrelated adults and minor children. Makes permanent the amendments to the definition of "provider" as it relates to entities eligible to provide no cost emergency shelter and related services to consenting minors. Effective 6/30/3000. RELATING TO GRANTS-IN-AID.
