Requires a business that provides an online service, product, or feature likely to be accessed by children to comply with certain data privacy requirements. Requires a business to complete a data protection impact assessment for any online service, product, or feature likely to be accessed by children and maintain documentation of the assessment as long as the online service, product, or feature is likely to be accessed by children. Requires a business to make a data protection impact assessment available to the Attorney General pursuant to a written request and exempts a data protection impact assessment from public disclosure. Prohibits a business that provides an online service, product, or feature likely to be accessed by children from taking certain proscribed actions. Authorizes the Attorney General to seek an injunction or civil penalty against any business that violates certain provisions. Creates the Hawaiʻi Children's Data Protection Working Group. Requires reports to the Legislature.

Creates a refundable water catchment income tax credit for a homeowner who installs, places in service, or maintains a water catchment system meeting certain requirements on residential property in the State owned by the taxpayer. Requires the Department of Health to administer a three-year pilot program to authorize community health workers to provide outreach, education, training, and navigation of services to address the social determinants of health in Kau, Hawaiʻi County. Allows a condominium association that claims a Renewable Energy Technologies Income Tax Credit under section 235-12.5, HRS, to transfer the credit, or a portion thereof, to another individual or corporate taxpayer that is not related to the condominium association. Requires the Director of the Department of Taxation to prepare forms necessary for the transfer of Renewable Energy Technologies Income Tax Credits. Provides that condominium association unit owners shall not be entitled to any apportionment or distribution of a transferred Renewable Energy Technologies Income Tax Credit when a condominium association transfers the tax credit. Takes effect 7/1/2040. (SD1)
Permanently reinstates the liability protections previously afforded to county lifeguards providing services at state beach parks or in the ocean. (SD1)
Requires the Director of Finance to consider, before the selection of a depository for the state treasury, the beneficial effects to the State of using depositories within the State, including but not limited to lending at favorable terms for the creation of certain affordable housing units.
