RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Excludes from any waiting list maintained by the Department of Hawaiian Home Lands any lessee or successor who sells or transfers their lease on a tract of Hawaiian home lands for personal gain. Establishes that the Hawaiian Homes Commission shall have a right of first refusal for the sale or transfer of a lessee's interest in the lease when the sale or transfer is for personal gain. RELATING TO PUBLIC SERVICE.

Authorizes the temporary assignment of permanent legislative staff during the interim to executive or judicial branch agencies. Establishes that while on temporary assignment, the temporarily assigned employee is still considered an employee of the Legislature and exempt from civil service. Takes effect 7/1/2050. (SD1)

RELATING TO SPECIAL COUNSEL.

Allows the Attorney General to appoint a special counsel to assume the Attorney General's powers and responsibilities over an investigation of a person or matter when the investigation or prosecution of, or any other legal or administrative action against the person or matter by the Department of the Attorney General, may present a conflict of interest. Effective 7/1/2050. (SD1)

RELATING TO ELECTRIC VEHICLE CHARGING SYSTEMS.

Removes the exemption that allowed owners of multiple parking facilities within the State to designate and electrify fewer parking spaces than required in one or more of the properties if the requirement for the total number of aggregate spaces on all of their owned properties was met. Authorizes the counties to adopt ordinances to regulate electric vehicle charging systems for places of public accommodation with fewer than one hundred parking spaces. Requires the Clean Ground Transportation Working Group to develop plans for public electric vehicle charging stations on each neighbor island and develop an expedited permitting process for electric vehicle charges and related supporting infrastructure. Requires a report to the Legislature and counties. (SD1)

RELATING TO HEALTH CARE WORKERS.

Establishes heightened penalties for the assault and terroristic threatening of health care workers. Clarifies the definition of "terroristic threatening" to include the methods of contact. Takes effect 12/31/2050. (SD1)

RELATING TO THE RIGHT TO GARDEN.

Prohibits any articles of incorporation, declaration, bylaws, administrative rules, house rules, or association documents of a condominium property regime, planned community association, or homeowners' association from prohibiting or restricting the cultivation of vegetable gardens within any of its units.

RELATING TO AGRICULTURE.

Requires that, by 1/1/2112, one hundred percent of the food purchased by certain state departments consist of fresh local agricultural products and local value-added, processed, agricultural, or food products. Requires the Department of Agriculture to consider substitutes and new technology that would assist certain state departments to meet the benchmarks on purchasing fresh local agricultural products and local value-added, processed, agricultural, or food products. RELATING TO AGRICULTURE.

Establishes a Local Agriculture Transportation Cost Reimbursement Program to reimburse eligible ranchers and farmers a portion of their costs to transport livestock, livestock products, agricultural commodities, and certain supplies under certain circumstances. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

RELATING TO THE OFFICE OF THE LIEUTENANT GOVERNOR.

Part I: Requires the Office of the Lieutenant Governor to set a fee for the issuance of an apostille or a non-apostille certification by administrative rule. Establishes the Apostilles and Certifications Special Fund. Appropriates funds into and out of the Apostilles and Certifications Special Fund. Authorizes the Office of the Lieutenant Governor to adopt rules for the administration of apostilles and non-apostilles certifications. Part II: Requires all state agencies to: (1) before adopting, amending, or repealing an administrative rule, provide electronic notice of the proposed rulemaking to certain persons; (2) when adopting, amending, or repealing an administrative rule, display changes to the rules in Ramseyer format; and (3) make the full text of their rules available on the Office of the Lieutenant Governor's internet website in a digitally accessible and searchable format. Establishes positions. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations. Takes effect 7/1/2112. (SD1)
