RELATING TO THE BOARD OF EDUCATION.

Authorizes a majority of the members of the Board of Education to elect a chairperson from among the members of the Board. Allows the members to annually elect a chairperson upon the start of the next confirmed term for members. Removes the requirement that the chairperson be an at-large member. Effective 6/30/3000. RELATING TO SUBMISSION DEADLINES.

Requires the Governor and state agencies to recommend a date by which statutorily required reports must be submitted to the Legislature, and to identify any reports that should not be subject to that uniform date and the reasons therefor. Requires the Governor to propose legislation to implement the proposed deadline and streamline existing reporting requirements by repealing or consolidating any duplicative, obsolete, or extraneous reports. Effective 6/30/3000. (HD1)

RELATING TO HUNTING GUIDES.

Requires hunting guides who take their clients to hunt on private lands to first obtain written permission from the owner, occupier, holder, or duly appointed agent of the private land, where appropriate. Requires hunting guides to provide copies of the written permissions and other information as part of their annual reports to the Department of Land and Natural Resources. Effective 6/30/3000. (HD2)

RELATING TO GRANTS-IN-AID.

Requires organizations to obtain legislative approval prior to the disposition of land that was acquired using state grants, but only if the land was acquired after the enactment of this Act. Effective 6/30/3000. (HD1)

RELATING TO PUBLIC INFORMATION.

Requires that prior to the adoption, amendment, or repeal of an administrative rule, electronic notice of the proposed rulemaking be provided to all persons who have made a timely written request to, and provided a valid working email address to, the adopting agency for advance notice of its rulemaking proceedings. Requires that alterations to administrative rules be displayed in Ramseyer format and the full text of rules be made available in a digitally accessible and searchable format. Effective 6/30/3000. RELATING TO BUDGET-RELATED SUBMISSIONS TO THE LEGISLATURE.

Authorizes the legislature, upon the agreement of form by the speaker of the house of representatives and the president of the senate, to specify the form in which the proposed budgets of the executive branch, judicial branch, and office of Hawaiian affairs are submitted to the legislature. Requires the executive branch, judicial branch, and office of Hawaiian affairs to conform no later than 12/1/2023. Effective 6/30/3000. (HD1)

RELATING TO HAWAIIAN HOME LANDS.

Provides that a living beneficiary's place on the Department of Hawaiian Home Land's waiting list for any residential, agricultural or pastoral tract may be designated for transfer to a successor if the living beneficiary dies before receiving an offer for a tract; provided that the successor shall be native Hawaiian, as that term is defined in the Hawaiian Homes Commission Act. RELATING TO INSTALLMENT LOANS.

Amends the definition of "installment lender" to clarify that the law is not intended to eliminate the ability of lenders to make low interest rate loans under the interest and usury law. Effective 7/1/3000. (HD1)
